T. A. In essence, he felt that the M. T. A.

was putting aside money for depreciation in a way that made assessing the remainder of the old deficit a necessity. Buckley did not go along with this method. For example, he objected to the M. T. A.

clearing up the old bonds in a lump payment instead of stretching this payment over the 17 years set for payment of the new bonds. To stretch the payments, Buckley contended, would eliminate need of assessing the deficit. Under the law. the M. T.

Another point raised by the audit was the fact that the M. T. A. has a cash balance of around $6,000,000. There would seem no need, with all this money on hand, of assessing a deficit.

Some time ago the writer asked an official of the M. T. A. about this large amount of cash balance. The answer was: "It's nice to have all this money.

But you also have to remember that we have a lot of obligations, too." A checkup indicates that a lot of the $6,000,000 is actually "committed" money. About $1,500,00 has to be kept as a reserve against accidents. About $1,800,000 has to be kept against a Federal tax suit which is pending. (If the M. T.

That body then passes on the deficit's legality before approving a warrant for the State Treasurer to raise the deficit money and assess the cost on the cities and towns of the M. T. A. district. In turn, they put this cost in their local tax rates.

Thus the question of the M. T. bookkeeping methods and the deficit will have to be settled by the Council. Naturally the M. T.
