BRAINTREE Manager Plan Will Be Studied A committee to investigate the town manager form of government will be appointed as a result of action taken at last night's fourth and final town meeting session. The committee will draw up a petition for legislation, for presentation with its report to a special town meeting next October. Also approved was establishment of a permanent industrial commission to study means of bringing new business and industry into the town.

The commission will have "not less than five each to serve for three years. Major appropriations included: Schools, Fire Department, welfare, $199,676: highways, health, 740.45; extensions, police, $195.400.04. E. Curtis Mower was moderator. DEDHAM Tax Rate Cut 20c to $49.40 Town meeting members, in the third session of 1 the annual town meeting last night, voted appropriations that will reduce the tax rate 20 to $49.40.

Two important matters were put over to special meeting on May 3--a proposal for a $500.000 school in the Capen district and the report of a salary and wage classification committee. After two hours debate new zoning ordinances, increasing lot sizes in some districts from 7500 to 12,500 square feet, were voted. SAUGUS Firemen Raises Range to $400 The adjourned town meeting contined action on the budget article of the warrant, granting pay raises of from $125 to $400 to the 21-member Fire Department. Appropriations included $89,063 for the Fire Department and $5250 for civil defense.

WINTHROP Budget $24,000 Over Estimate Town meeting members appropriated a budget of $1,911.652, about $24,000 higher than the recommendations of the Advisory Board. It was estimated this will mean a 1954 tax rate of between $50.60 and $50.75. It previously had been estimated that the new rate would be set at $50.10. The old rate was $44.40. Meeting members completed the 82-article warrant at the fourth session.

m. DARMSTADT, April 6 (AP)-Arthur A. Noyes, 37, correspondent for the New York Daily News, died at a Darmstadt sanitarium today after a long illness. Noyes had been a master sergeant in the United States Army. He served on the staff of the Army newspaper, Stars and Stripes, from 1945 until 1952, when he went to then ill News.

who took an active part in the du Pont empire even after his announced retirement in 1940, was stricken with a severe abdominal pain shortly after dinner at Longwood, his sprawling estate at nearby Kennett Square, Penn. Du Pont, who shunned publicity and seldom made public appearances, was a former president and board chairman of E. I. du Pont de Nemours throughout the world more familiarly as the du Pont Company. He also served as president and helped develop the General Motors Corporation.

Pierre was the great-great-grandson and namesake of a political refugee who fled to America from France in 1799. H.3 great-grandfather. Eleuthere Irenee du Pont, founded the first du Pont powder mills in 1802 on the Brandywine, River near here. Pierre's father, du Pont, was a noted inventor and authority on explosives who founded one of the pation's first dynamite plants--the Repauno Chemical Co. near Gibbstown, J.

His father was killed by an explosion of nitroglycerin when Pierre du Pont was 14 years old. He then took over the leadership of the family as the eldest of 11 children. A noted philanthropist who once built an $800.000 hospital in memory of his chauffeur, du Pont was a graduate of the Massachusetts Institute of Technology. Shortly after his graduation in 1890 he collaborated with a cousin in developing the first successful du Pont smokeless powder. It was World War I- when du Pont made 40 percent of Allies' smokeless powder, that Pierre du Pont becar.ie inteersted in the automobile business.

Guided by the advice of the late John J. Raskob, du Pont heavily invested his firm's money in General Motors stock. In 1920 he was elected president of GM, serving for three years. Du Cont lived alone with servants at his Longwood estate after the death of his wife. the former Alice Belin of Scranton, in 1944.

m. CARD OF THANKS A police complaint was lodged before the Boston Licensing Board today charging a Roxbury market with violating liquor laws by sellting liquor to minors. Police charged that on Feb. 4, two youths, James J. Marshall, 17, of Armandine Dorchester, and Martin Gibbons, 19, of Kent Roxbury, purchased four quarts of beer from the John H.

O'Neill 1642 Tremont and consumed it while baby sitting. The boys later phoned a Brigham Circle liquar store asking that a supply of beer be delivered to a Parker Hill. Roxbury address. When the delivery was made the boys, one armed with a pocket knife, attaeked the man and took the beer. The boys were later arrested by police.

The following day, Marshall was taken to the market by police and told to purchase liquor with a marked bill. Following the purchase, Louis F. Nanis, manager of the store, and a clerk, Thomas Roache, were found not guilty of selling liquor to minors in Roxbury Court. The two boys were later sentenced to 15 months in House of Correction for the robbery and assault. During today's hearing, Kathleen Ryan Dacey, counsel for the market, asked that charges be dismissed against her client because of the "irregular methods employed by and because the youth who purchased the liquor looked older than he actually was.

Mary Driscoll, chairman of the board, contended the "obviously the sale was made and all we can do is base our decision on the evidence." The case was taken under advisement. RECENT DEATHS DR.
