18 Navy Officers, Men Killed Washington (AP), Eighteen other officers and men were lost in the airplane crash in which Rear Admiral Charles P. Cecil, 50, was killed at an unnamed Pacific base Monday, the Navy announced Wednesday night. The plane crashed soon after it took off from the base carrying 10 naval officers, three Army officers and a six -man Pan American Airways crew which operated the big transport under contract with the Navy. All of those aboard are listed as dead or missing. Cecil's death was announced by the Navy Tuesday.

Among the four known to be dead are Cecil, the 11th flag or general officer of the naval service to die in combat areas, and Capt. Horatio G. Sickel, 47, who won the Legion of Merit Fedala and Casablanca at the time of the North African invasion. The missing, the Navy said, include Lt. Walter S.

Gifford, 26- year -old son of Walter S. Gifford. president of the American Telephone and Telegraph Company. Gifford entered the Navy as an ensign on Dec. 9, 1941.

Dozens of photographs were placed in the record, and coupled with the findings of medical science, they prove beyond a doubt that the Canadians had been shot by the SS troops, apparently without reason. Only when the evidence was found to be incontrovertible was the devision made to reveal one of the greatest atrocities committed by the Nazis against opposing troops in western Europe.

The committee will recommend to the council that the aviation commission be composed of five men, appointed for two or threeyear terms with the terms staggered SO that there would always be some old members on the commission. "Other cities have similar port commissions." Mr.

Neff said. "We feel that, in order to keep abreast of the times and prepare future. this commission should be set up SO that the planning and management can be taken off the shoulders of the mayor and council."
