(NEA) Federal Civil Defense officials hope that the big "open" atomic shot this spring will jolt the nation into a new awareness of its. civil defense needs. They also hope the elaborate mock city which will be exposed to the blast will give them some long-sought answers to break log-jam on CD planning. But it's also possible that the blast will end up atomizing PCDA out of business and turning the civil defense Job over to Uie military.

For the past several months on Capitol Hill and in the Pentagon there has been growing talk that the civil defense job is so enormous and vital to the existence of the country, that only the military is capable of handling it. Ramifications of the lack of a satisfactory CD plan have been taken up by the Joint Chiefs of Staff and have been studied by the advanced military schools. The subject has broken into print in the semi-official publication, "The Army Combat Forces Journal," in an article called "Guarding the Home Front," by Col. William B. Bunker.

He writes: "Civil defense must be made an integral part of the Department of Defense. The tlir.3 has come to turn the problem of home defense over to professionals who can be given the equipment they require, and who will thereby leave the ordinary citizen free to continue doing his part in the war effort." FCDA officials state publicly that their basic plan is to evacuate cities. Privately they are telling congressional committees that they really have no firm plan and hope that the open test gives them enough information to make a plan. It could end up going back to the idea of building shelters. Discussing what he would do personally if he lived on the outskirts of Washington, FCDA Director Val Peterson says: "I would build in my back yard a good bomb shelter.

Because in that shelter, if I had three feet of dirt over my head, I would have absolute protection against radioactivity, absolute protection against fire, and if I wanted to have reinforced concrete I would have considerable degree of protection against blast." Another basic flaw in the evacuation theory is its vulnerability to feints by the enemy. An emergency evacuation of a city paralyzes its life for days and could cause staggering casualties from panic rushes out of buildings, auto accidents and interrupted medical attention. By faking attacks, crossing the radar lines with planes or missiles, and setting off repeated mass evacuations of U. S. cities, an enemy could bring the country to its knees temporarily without ever dropping a bomb.

This inherent weakness in an evacuation p.lan is pointed out by Sen. Clinton Anderson (D-, N. Chairman of the Joint Congressional Atomic Energy Committee. For the first time the Las Vegas test will simulate an A-blast on a typical American city. The mock city will have paved streets, a vital factor in the fall-out problem.

A blast over open sand, dirt or water aggravates the fall-out problem because loose materials are easily sucked up by the blast. However, an area covered by buildings and paved streets might show that the fall-out danger is considerably less man previous estimates and alter CD plannong. It could have a bearing on the question of evacuating a city or promoting a new shelter program. Several types of const ruction will be tested in the blast, including public utilities equipment. What happens to electric powei lines is one of the most important questions the test will seek to answer.
