Together the two statements increased the impression among foreign observers that the Soviet leaders were beginning to regard the Chinese Communists as having placed themselves outside of the Communist camp. The recurrent theme in both statements was that the Chinee had departed from collectively adopted policies of the Communist bloc; that they had broken with Leninist Ideology; that they placed their interests above those of the Communist cause, and that no one is forced to look.
