An arrest warrant for Gary Wilson, a 29-year-old Canadian who had been living in the Houston area, charges him with murdering Marek Kosciukiewicz, 36.

Sheriff's Detective Brad Whichard said Thursday Wilson is suspected of killing his friend on June 15 at the Kosciukiewicz home in northwest Fort Bend County and then trying to make it look like Kosciukiewicz had left his family. Authorities believe the motive may have been Wilson's unrequited attraction to Kosciukiewicz's wife, Alicja, whom he had met several years ago in a college class. She and her two young sons were visiting family in her native Poland when her husband disappeared. "Appearances are that he was infatuated with her," Whichard said. Sheriff's investigators recently released some information on the has not been found, and it also indicates that Kosciukiewicz's body was dismembered, Whichard said.

According to the letter, Wilson disposed of Kosciukiewicz's body near Muskogee, and of his personal belongings along a highway on a road trip from Katy to Calgary, Whichard said. Searches in Oklahoma have not turned up any evidence. Wilson helped the Kosciukiewicz family move last December to their home hear Katy, about 30 miles west of Houston. Authorities believe Kosciukiewicz didn't know Wilson moved to the Houston area in March with plans to attend law school. Whichard said Mrs.

Kosciukiewicz apparently did know. "Her initial feelings were: 'Yes, he has these feelings; maybe he'll decide it's a wasted effort and he'll move back." Co-workers reported Kosciukiewicz missing on June 19. His van was found at Houston Intercontinental Airport, where it had been since June 17. AUSTIN (AP) Rewriting the state's anti-stalking law will be treated as an emergency priority when the 1997 Legislature convenes in January, Gov. George W.

Bush said Thursday The Texas Court of Criminal Appeals on Wednesday ruled the state's anti-stalking law unconstitutional, saying it was so vague that it violated free speech rights. Bush said he would work with the sponsors of the law, approved by the Legislature in 1993, to ensure the state has an effective measure against stalkers. By making an issue a legislative emergency, bills are placed on a fast track for quick consideration. "No Texan should have to live in fear of a stalker," Bush said. "I look forward to working with Senator Mike Moncrief and Representative Brian McCall to develop legislation that will protect victims while responding to the constitutional questions raised by the court.

"I will declare this issue an emergency so that the Texas Legislature will be able to act quickly to restore this important protection for all those who are physically and mentally terrorized by case, which began as a missing person report, in hopes of locating Wilson and finding Kosciukiewicz's body. Authorities say a major clue is a letter that Wilson is believed to have written to an undisclosed family member in Calgary, Canada. "In the letter, Gary Wilson detailed how he had murdered Marek," Whichard said. "The letter is very specific about his observations and what occurred." The letter mentions a hammer as the murder weapon but one stalkers," Bush said. Legislative leaders said the Court of Criminal Appeals' ruling will result in convictions under the law being overturned and pending cases being dismissed.

Lt. Gov. Bob Bullock said he too would work closely with lawmakers to reinstate an anti-stalking law. "The lieutenant governor wants a tough stalking law on the books that will pass judicial scrutiny," Bullock spokesman Mike Hailey said. Centers for battered women across the state called the court's ruling a setback.

Kelly Rountree, executive direc tor of the Center for Battered Women, called the ruling "pretty frightening." "It is impossible to say which cases may end up in death," she said. "But what we do know is that if stalking is occurring, the potential is usually increased." The law, considered an important way to protect women from abusive spouses and boyfriends, was overturned in an opinion written by the only woman on the court. Judge Sharon Keller. The law made it a Class A misdemeanor, punishable by up to year in county jail, to engage in a pattern of threatening behavior. nn 0 0 (OJ I Orig.
