THE BOSTON DAILY FEBRUARY 16, 1958 Twenty-Seven Gen Peterson, Friend of lIke, Dies in Capital WASHINGTON, Feb. 15 (AP)Maj Gen Virgil L. Peterson. the Army's Inspector General in World War II and a long-time friend of President Eisenhower, died today of a heat ailment at Walter Reed Hospital. Retired since 1946, Peterson was 73.

It was only four days ago that the President's friendship for Peterson was demonstrated. After visiting Walter Reed for his physical checkup, Eisenhower was a about to get into his car when Mrs. Peterson hurried up. President recognized her and called out: "Oh, hello, how are Then he kissed her soundly on the cheek. Mrs.

Peterson explained that her husband was a heart attack patient at the hospital, The President grinned and told her: "So am Peterson was born in Campbellsville, and was graduated from the United States Military Academy in 1908. In 1918 he commanded the engineer officers training camp at Camp Lee, and was director of military training and commandant of the engineer school at Ft. Humphreys, which is now Ft. Belvoir, Va. He served in various capacities in the New England Engineer District, was on the faculty of the command staff school at Ft.

Leavenworth, direc-1 tor of and parks here land district, engineer in Los Angeles, and Detroit. Later he served as chief of staff for the 2d Army and 6th Corps Headquarters in Chicago. In 1940, he became Inspector General of the Army, a job he held. until 1945. Funeral services and burial will be held Friday afternoon at Arlington 1 National Cemetery here.

REAPPOINTED State Fire Robert M. Tappin. JOHN HILL M. D.C. POST Continued from the First Page Also to be named to another term today is State Fire Marshal Robert M.

Tappin of Templeton. His post pays $5840 and is for three years. Hill, a 47-year-old World War II veteran who served as a lieutenant commander aboard the carrier Bataan in the Paeific is married and has one son, Jonathan, 11. The Bay Republican and his family live at 290 Commonwealth av. This will be his first public post.

A former director of the Greater Boston Chamber of Commerce, Hill was chairman of the municipal altairs, committee of the Chamber. also is a former president of the Back Bay Association. Gardner Chief 25 Years Hill is a graduate of the University of Minnesota and Harvard Business School. Tappin was originally named marshal in May 1954. He served as Gardner Fire Chief for years.

He was also an assessor in that city for 12 years. former president of, the Massachusetts Fire Chiefs Association, Tappin also held office in the New England Association of Fire and the International Fire Chiefs Association. G. I. HOMES Continued from the First Page The Congressmen reported many instances of builders buying from veterans their right to the lowinterest mortgages on houses.

They said payments range from $300 to $400 in some areas to induce veterans to buy a house with no intention of living in it SO the builder could obtain low -interest G.I. rates. They also reported numerous cases of private inspectors hired VA for fee to inspect G.I. houses while often these inspectors have a direct financial interest in the property they inspect. As a result, the subcommittee said, there are many cases of "inadequate and faulty inspections" of houses.

Gifts From Builders The investigators also discovered "serious personnel including cases where VA employees have accepted "substantial gifts from builders, lenders and real -estate operators." They also found cases where VA employees accepted "loans from lenders participating in the loan guaranty In still other cases, the subcommittee said, VA officials showed definite favoritism toward certain builders, fee appraisers and compliance inspectors. The group listed 95 different common construction faults and failures to follow VA building requirements. These included failure to fit doors properly, the use of green lumber, and inadequate supports for walls and ceilings. Blames V. A.

Supervision The subcommittee put the responsibility for these practices on the V. failure "to properly supervise and inspect the construction." "The subcommittee has found that in many instances builders apparently feel that the veteran is buying a low -priced home and has no right to expect good the report said. Harold F. Wheeler Long Managing Editor of Boston Traveler, 67 Deaths and Funerals LEXINGTON, Feb. 15-Harold F. Wheeler, 67. of 12 Tower road.

managing editor of the Boston Traveler for 31 after years, died tonight at his home a short illness. Mr. Wheeler retired August, 1953, after nearly 50 years as a Boston newspaperman. Born in Boston, he was the son of Alvaro Santos and Helen Lee (Hail) Wheeler, He was eduin private schools and entered the newspaper field in HAROLD F. WHEELER 1907 as a reporter for the Traveler.

He later moved to the Journal and to the Boston Post. In 1921 he became Sunday editor of the Herald and the next year became manging editor of the Traveler. While on the Herald staff, Mr. Wheeler married a feature writer, Olive Belle McGuire of Cambridge. He covered the stories from 1907 to World War I--the Saccobig, Vanzetti case, the Lindbergh flight and kidnaping, the depression and many others.

DEATHS NANTUCKET Continued from the First Page Nelson, though practically; a "foreigner" by island definition, was a prime mover in the group whigh sponsored the bill, and plans to hew solidly to the architectural principles which he and his colleagues are attempting to preserve. Building One-Level House Nelson home will be built to blend with its picturesque and authentic surroundings, according to the wording of his application. Nelson and his wife will give up a fine two-storied home on Union where they have Summered for many years. The new one will be a six-room, one-level house in the strict "Nantucket style," which covers a period in architecture dating from early Colonial times to the early 1800's.

Islanders generally today were applauding the new law, which sets aside certain districts in the town and the village of Siasconsett as historic preserves, architecturally. The five-man commission, which probably will named within a week, will serve as watchdog on all construction, remodeling and even building removal within those districts. Districts Defined Under the law building can be torn down without no, the commission's approval. Research which went into the drafting of the law disclosed that 192 buildings, all in the cherished style, have been razed or otherwise destroyed since the early 1800's. The historic districts, clearly outlined in law, are generally confined to the centre and waterfront sections of Nantucket town and so-called "Actors' Colony" district of Siasconsett.

Most of the island, therefore, is still open ground, and the most daring modern creation as well as conventional dwellings of other eras may be constructed with impunity. Violators within the historic districts face fines of up to $500 a day for non-conformity. Chance for Others The bill's authors at first wanted to include the entire island, which is also Nantucket County, under the Historic District, but decided that would impose a hardship on Summer residents and visitors of the picture-window school. Only the exterior of homes that can be seen from the street or public conform, ways in the districts must and the owners may use their own discretion in choosing interior design and furnishings. The designs to be preserved were the favorites of the island's whaling families, whose beautiful old mansions, complete with widows' walks, raise their silvered shingles or white-pillared facades flush from Main st, and adjoining thoroughfares, The Commission will be chosen by the Selectmen, from recommendation made by a nine-man committee, representing the nine organizations supported the law.
