Garza praised Mexico as the United States' "longtime partner and friend," a diplomatic line he has repeated since a border standoff in Hudspeth County in January became an international incident.

That incident involved drug smugglers and uniformed and armed men who may or may not have been Mexican soldiers. "Mexico is a partner that we trust and a friend we will continue 1 to work with closely on our mutual challenges," Garza said. Garza took a few questions from the press about drug-related violence on the border and said Mexican officials were doing their part in the fight against drug trafficking. The construction of a new consulate on Paseo de la Victoria, near Ejercito Nacional, will inject $12.5 million in the economy, said Joseph Toussaint, the project director for the State Department's Overseas Buildings Operations. The consulate will employ 90 U.S.

citizens and 150 Mexican citizens, Toussaint said. Among the dignitaries at the ceremony were U.S. Rep. Silvestre Reyes, D-Texas, Chihuahua Gov. Jose Reyes Baeza and Mayor Hector Murguia.

Lico agreed to teach SUBIA Korean War Veteran, Boxer, Western Union Motorcycle Messenger, Motorcycle Club President and Found Presidential Appointee was native El Pasoan Florentino A. "Lico" Subia, Presidential Appointee to the Legal Services Corporation, and President and Founder of the Iron Horses of El Paso motorcycle organization, suffered a massive stroke on Thursday and died Sunday morning, March 5, 2006, on his 75th Birthday.

Lico Subia was born in El Paso on March 5, 1931 in the Chihuahuita section of South El Paso. He lived in the same house in which he was born until his death. Lico grew up tough in a tough time and learned to box as a young teen. He joined the military and went off to fight in the Korean War. Upon returning, he began to work for Western Union as a messenger riding his motorcycle all over El Paso.

He would even give rides to the kids in the neighborhood as a form of entertainment for them. He had always loved motorcycles, but this began his love affair with the Harley Davidson, which he rode until his death. The job and the motorcycle were almost the cause of his death much sooner than Sunday, when a car ran through a stop light and broadsided him, putting him in the hospital for six months, most of it in a full-body cast. But his love of the bike and joy of riding seemingly could not be dampened, until his son, Nunie, was killed by a drunk driver on Father's Day 1980. Lico refused to ride for a long time until friends and family convinced him that his son would have wanted him to go on.

That is when he had a mural painted on the side of the garage as a memorial to his son. It was this mural that attracted the attention of Adair Margo, owner of a gallery in El Paso. She and her husband Dee, and their children soon became very close to Lico and his wife Mickie. Lico agreed to teach one of their children, Don, to box, as he had done with countless other young men from the area. Boxing was his second love behind motorcycles, and he saw it as a way for young men to escape such things as drug, alcohol and gang involvement.

Both, however, took a distant third to his love for Micaela, to whom he was married for 32 years. Through the mural and the Margos, Lico was also introduced to Laura Bush and her husband George W. Bush when he was running for Governor of Texas. This was another friendship that blossomed, and pictures of Laura on the back of Lico's motorcycle in front of the mural appeared in the El Paso Times. Later, when an opening occurred on the Legal Services Corporation, Lico was nominated and appointed by President Bush to the Board in 2003.

The appointment was due more to Lico's desire and willingness to help people, which the President recognized and rewarded. Together in 1982, Lico and Mickie founded and built the Iron Horses of El Paso, a motorcycle club dedicated to the idea of family riding and contributing to their community. The club has contributed greatly by sponsoring runs to benefit such groups as Reach for a Star, a foundation for critically ill children. Lico and Mickie and the Iron Horses have been well-known throughout El Paso for giving back to the community. Lico is survived by his wife, Mickie, daughters, Cheryl and Maria Teresa Subia, sons Alex Subia, Ricardo' Subia and Chris Valencia, sisters Bessie and Dolores Gomez, Francisca S.

Alvarado, brothers Frank and Alfredo Subia, Abelino S. Munoz, 19 grandchildren, 6 great children, and many nieces and nephews. Funeral arrangements are with Sunset Funeral Home, 750 N. Carolina, with viewing on Thursday, March 9 from 3:00 to 6:00 PM. A Rosary will be held at St.

Ignatius, 3rd and Park Streets, at 7:00 PM. The Funeral Mass will be on Friday at St. Patrick's Cathedral at 12:30 PM, and burial following at Fort Bliss National Cemetery at 2:30 PM. 137193.
