Chilcoat, who listed himself as an Oklahoma and Texas resident, also alleged he had been deprived of his racially-based civil rights under federal laws. Federal jurisdiction was required, Chilcoat alleged, to provide a forum for hearing allegations about violations of those rights. Sandlin of Fort Worth, president of the Texas Association of Builders, will be the guest speaker at the general membership meeting of the Builders Association of Victoria at 7:30 p.m. Thursday at the Holiday Inn. The ninth annual Senior Texan Jubilee will be from 8:30 a.m.-3 p.m. Thursday at the Victoria Community Center. The day's activities are open to all seniors aged 60 years or older who live in Calhoun, DeWitt, Goliad, Genii? ies, Jackson, Lavaca and Victoria counties. The jubilee is co-sponsored by the Golden Crescent Regional Planning Commission Area Agency on Aging and the Victoria Parks and Recreation Department.

A state district court suit in Nueces County involving the station's owners has reached "a full and complete settlement," the documents advised, and that settlement was a condition for approval of the license's transfer. Dudley McDougal and others in an investors' group had sued Community Broadcasting, John O. Scott, Anthony Constant, George Constant, Ruth Constant, Ira Jackson and two corporations over alleged fraud in investments involving the station.

In the new documents, the attorneys advised that all the parties had reached a tentative settlement in the federal court case, pending the settlement of the state district court suits over similar issues. If the federal court case goes to trial, it will involve "a series of complicated securities and fiduciary issues which will likely involve as many as 25 witnesses and several expert witnesses." The attorneys asked the court for a 90-day delay in the case's schedule, which is approaching a July 31 pretrial order. Firm Asking For Judgment An equipment leasing company has asked a federal judge to issue a default judgment against a former Victoria law firm, Scott, Robins and McKay. The plaintiff, Equitable Lomas Leasing advised the court that the firm had never filed a response to the suit and that the deadline for a default judgment had passed. Equitable Lomas is seeking more than $26,000 in damages from the firm and three Victoria attorneys over an alleged default on payments on a leased copier.
