"The vast majority some 99 percent of these people come here for economic reasons; they feel they can earn a better living here in the United States." Of the Central Americans who have crossed recently through South Texas, Moschorak said about 3,000 people were being detained in. Harlingen, Texas, including about 800 in a Red Cross facility. (AP) Immigration officials warned Wednesday they're ready to crack down with a detention and deportation program if an influx of asylum-seeking Central Americans into Arizona and California develops, as occurred in South Texas. Robert Moschorak, Immigration and Naturalization Service associate western regional commissioner, said the agency has succeeded in stemming flow of illegal Central Americans into South Texas, but not until 50,000 to 60,000 came through in the last half-year or so. He announced that Operation 3-D, a plan to "Detect, detain and deport" aliens entering illegally, is in effect for the region, which includes the Arizona and California borders, and urged those intent on coming into the United States "Please stay home, do not come" without proper documentation. A contingency plan is in place "in the event that we are inundated with illegal entrants from Central America or any other place," Moschorak said at a news conference. "Those people who wish to come to the United States illegally and file frivolous applications for asylum" will be detained until their applications are decided, he said.

Officials said that can take from a few days to several months. Moschorak said many Central Americans who entered the country via south Texas went to other parts of the United States to work, or to hide, while their requests for asylum High Risk Aut Siisyirsiiic Speeding Tickets Youthful Drivers S-R 22's High risk insurance is different. The impact of the Exxon Valdez disaster is already being felt in the pocket book of gasoline buyers at the pump who have seen prices 13 cents in less than two weeks. "The West Coast spot market jumped off the scale," said Conoco wholesaler John New of New Distributing.

"Other markets have gone up to take up the slack." "With a kink in the supply cycle, it has caught everybody a little off guard," he said. Regular gasoline prices have increased from an average 84.9 cents a gallon March 20 to to 97.9 cents a gallon at local Conoco stations Wednesday. New is optimistic that the price of gasoline will begin rolling back once the supply cycle is restored, but doubts if prices will return to the same level they were prior to the Valdez incident. "We were already prepared for some sort of an increase," he said. "The tanker problem just expedited it." Phillips wholesale distributor T.

Morgan McCullum said cost had been inching fractionally upwards a third to a half a cent at a time for some time even though some stations did not change their pump prices. But when the first impact of the Valdez curtailment of Alaskan crude was felt, the price jumped a nickel. The price at the pump, according to McCullum, now is reflecting the jump and a little bit more to make up the bites that had been nibbling at the station operator's profits. Part of the rise has been due to the increased price per barrel at the wellhead, which Wednesday dipped to $19.99 from Tuesday's $20.42. When the Exxon Valdez rammed a reef off Prince William Sound March 24 causing the 957 -foot tanker to leak more than 10 million gallons of North Slope crude into the pristine Alaskan waters, it was called the worst spill in U.S.

history. It also triggered a temporary gasoline supply imbalance which has sent price at the pump soaring. As the black crude spread over a 1,000 square mile area, tanker traffic in and out of the Port of Valdez was cut in half. Application Filed To Move KAVU License An application has been filed with the Federal Communications Commission in Washington seeking to transfer the operating license of KAVU-TV Channel 25 in Victoria from its present owners to First Victoria National Bank. The NBC affiliate station is currently owned by Community Broadcasters of Coastal Bend Inc.

Although the bank would become the license holder under this proposal, it is believed the present owners would retain a management interest in the station. Owners, directors and stockholders holding 10 percent or more of the capital stock of KAVU-TV currently include Harold High, William P. Sage, Ruth Constant, John O. Scott, Cashell Donahoe Donna Cole, Anthony Constant, George Constant, Ira Jackson, Rex Eagon, Richard French, and Visus Inc. Officials for neither party would respond to inquiries about the proposed transfer of ownership of the station Wednesday.
