"Our son who is 5 is in child care on the East Side, while our daughter, 7, is in German school at Fort Bliss," Horn said.

Normally, German children transfer to El Paso schools after about the sixth-grade, but they can attend the German school, with their own teachers from Germany, all the way through high school level if they wish, he said. Germans have shown their generosity, supporting various Juarez orphanages, hospitals and clinics over the years. Their largest project is assisting the Central Rehabilitation and Assistance for the Mentally 111, to which they have pledged about $5,000, along with a new air conditioning and heating system. Money for the charities comes from as far away as Germany, where a widow who once visited here has donated $1,200 a year since her husband died. Although the Germans have been training on various missile systems at Fort Bliss since 1966, the Tornado arrival at Holloman is a new level of German military activity outside Germany.

"This is the first contingent of German aircraft to be stationed permanently in the U.S.," said Col. Eckhard Sowada, the German Air Force commander at Holloman. "The Tornadoes are here to do all types of training, including development of a fighter weapons course," Sowada said. "We'll fire rockets, do air-to-air training, drop bombs and practice electronics countermeasures," Largest outside Germany Holloman will be the biggest German Air Force training site outside of Germany, said German Air Force Brig. "So tHey're a major boon to our economy, and a welcome addition culturally, as well." Several German family members, who welcomed the arriving planes by waving little U.S. flags, said they agreed. "The people of Alamogordo have been friendly," said Michelle Meyn, wife of instructor, who expected to be at Holloman about three years. Such a welcome may come naturally for people in this area of the country, where Germans have trained for several decades, but dozens of Alamogordo residents spent months planning for the special needs of this large contin- O'Dell said. Without the change, many of the Germans would have gone to El Paso to buy new cars, he said. But Alamogordo also recogniz- es the frinpe benefits of having the Germans in the community.

"It's a terrific asset any time you can get foreign natiohals into your community and get that diversity into your O'Dell said. 30-year relationship Fort Bliss spokeswoman Jean Offutt said the El Paso Army post, which has been host to German training for 30 years, has "a close, enjoyable working relationship" with the Europeans.
