Together with previously completed studies and in concert with the Commanding Officer Engineering Field Activity Chesapeake the planning reports produced as part of this project will form the initial feasibility study for a comprehensive reuse plan. This feasibility study will serve as the principal policy guide for subsequent decisions effective the County's and Reuse Committee's role and activity in conversion of the facility for private sector use. The selected contractor will be responsible for design and development of the following basis elements of the feasibility study.

1. Reid survey, and land use data base inventory, including a comprehensive site analysis identifying all environmental 2. Preparation of a Physical Development Plan, 3. Preparation of a Capital Improvement Program and Strategy. 4.

Coordination of layout and production. 5. Preparation of associated maps, exhibits and reports. Respondents to this RFP should have experience in community planning, large scale multi-use development planning, site design and engineering, and military base reuse planning. Also, because this project will require the selected contractor to coordinate closely with the efforts of other contractors and various members of the NAWC Reuse Committee; respondents should 'be able to demonstrate successful experience in working in team environments on' collaborative projects.
