By DON WRENN Enterprise Staff Writer ASHEBORO Randolph Commissioner Richard Pugh may well be the one who will determine whether or not the Randolph County tax rate will stay the same as it is now, 55 cents per $100, or will go upwards The overflow crowd which jammed into the Randolph Courthouse Thursday night for the public hearing, however, failed to change the minds of two commissioners, Floyd Langley and Logan White, both of whom alter the session said they saw no reason to change theirs minds on keeping the tax rate at its present level. Two other board members, Chairman Frank Auman and W. Bowman, indicated they felt maybe the cuts had been too deep in some areas, and they appeared to be ready to up the tax rate. This left Pugh who said he had not fully made up his mind one way or the other He said he wanted to think over the matter between now and next Tuesday afternoon when the commissioners will meet at 4 30 p.m.

and approve the present budget with its deep cuts or revise it and up the tax rate The vast majority of the people on hand last night were there on behalf of the Randolph County Board of Education, and to prove the point, when County School Supt John Lawrence finished his plea that the cuts in the county schools' capital outlay and current expense budgets be restored, he walked out of the room, with most of those seated, getting up and walking out too After the public hearing, Pugh said he was not too impressed with the walkout by the school supporters He said it certainly did nothing to help him make his decision PENNY (FROM PAGE IB) get the necessary right-of-way and that ap- paiently the 'project will have to be abandoned Town officials reported only one of 17 property owners signed to give the needed land The letter asked Vaughn to take its request for widening the road by two feet on each side and for resurfacing and for working the shoulders to the Board of Transportation Vaughn said it will go today to the Finance Committee and from there to the full board in July Vaughn noted that without some effort, the money would have been lost since the state ordinarily "takes the monev down" when a project fails to materialize He explained the state had worked with the town to move the project ahead The work had included a number of surveys, but he explained nothing could be done without the right-of-way Actually. Vaughn said, the project should have been taken down over two years ago, but that it had been left up in the hope something could be worked out The new approach, he emphasized is an alternate and Green said the town "may as well do the next best thing." The original project under consideration for a number of years had called for the state and the town to jointly undertake improvement of the street in a manner similar to the wav the Guilford College Road was widened in the town limits The plan called for Jamestown to provide right-of-way and to provide curbs and gutters and some other work and for the state to do the remainder of the construction work including the new surface Jamestown, according to its custom, expected to get the land without cost as it has in other cases, but property owners declined to give the needed land PREMIERE TONIGHT FOLLOWING THE MIDNIGHT SPECIAL HOSTS ART GIBSON ZACKERYNEAL FEATURES RED PLANET MARS GRAND SLAM IUXII Randolph County Sheriff Carl Moore told the commissioners "like everyone else, I need all I can get" He said the only way his department has been able to offer additional services to the people of the county were with federal and state funds He said he was notified earlier Thursday that the new radio system will soon be coming in and "there's no where to put The sheriff entered a plea for funding of the Emergency Jobs Program employes who he said have "worked since 1974 at a very low rate of pay, without benefits or vacation" The EMJ program has been funded by the federal government through Dec. 1976, but county officials are not sure it will be continued beyond that point, meaning the county would have to take over the program in case federal funds arecut off. "Take a closer look, urged Moore, "and give the sheriff's department anything possible so we can give Randolph the best possible law enforcement." The Housing Authority has under consideration a new policy removing the ceiling on public housing rent If adopted higher income ten- tants would pay more rent Martin has said the principal purpose would be to raise revenue for the Housing Authority But he denied emphatically today that he intended to move Turnkey residents for the purpose of raising more money for the authority Residents have also been trying to learn what happened to $10.000 that they said they were told several years ago was available for improvements to the community center Shorter said he nothing about the money and that "it probably doesn't exist Martin said he knew nothing about the money either Martin said there was some construction money left over after the ISO-unit project was completed But those funds are now earmarked for improvements to the water system, he said One strong complaint was that the Housing Authority resists allowing residents to make improvements to their homes at their own expense Martin said improvements must be authorized but that the authority is normally happy to encourage them TRIAD TIRE SALES, INC.
