Woman Likely To Become 1 Mayor Of Fayetteville 60 Tires And Rims Stolen By The Associated Press Clarence Lightner of Rateighj first black mayor of predominantly white major Southern city, was defeated in a bid for re-election Tuesday. A member of the Fayetteville City Council appears on way to becoming the first woman mayor of a major city in North And in Durham, where the school system is about 75 per cent black, blacks won control of the city school board in the first election to be held for the five-member board. Until this year, members bad been appointed by the city council, those were major developments in municipal primaries in the state. Lightner, elected two years ago, was last in the field in Raleigh's nonpartisan council elections. Former state legislator Jyles Coggins had 10,201 votes, councilman Oliver Williams 7,524, and Lightner 5,644.

Williams and Coggins will be the candidates in the Nov. 4 general In Fayetteville, councilwoman Beth Finch, S3, polled 83 percent of the vote in the nonpartisan mayoral primary. Her 4,256 votes was a majority of nearly 9 to 1 over the 490 received by Larry Buie highest of two men challengers. Mrs. Finch and Buie will be the candidates in the general election on Nov.

4. In Wilmington, Mayor Herbert Brand and Ben Halterman were the highest vote getters and will be in a runoff in November. Black candidate Roderick Kirby received 1,334 votes and was eliminated. Brand had 2,495 and Halterman 2,449. In Durham, three blacks won election to the school board and another could be in one of two possible runoffs.

Two of the three blacks who won outright are incumbents, including the chairman, Dr. Theodore Speigner. At Boone, real estate man Wade F. Wilmoth was elected mayor over. Thomas Wilkinson, 857-109.

The outgoing mayor, Gordon H. Winkler, entered a seven- way race for three seats on the board of aldermen, and lost. In Burlington, former Police Chief Alfred Garner led the field to select four candidates to run for two seats on the city council Nov. 4. At Vass in Moore County, political newcomer J.P.

Richardson ousted Mayor G. Hugh McLean, 112-77. In New Bern, a black administrator at Craven- Community College, L.R. (Lee) Morgan, 44, was the top vote-getter, outpolling incumbent Mayor Charles Kimbrell and former two- term mayor Ethridge H. Ricks.

Ricks was eliminated from the competition after getting 522 votes. In Rocky Mount, Mayor Frederick E. Turnage was reelected with 3,756 votes. He was unopposed. Henderson's incumbent Mayor George V.

Boyd defeated a challenge for bis office. 4 general election. Lightner refused immediate comment on his loss. Legal problems in the mayor's family during the last year hampered Lightner's re-election effort. In January his wife, Marguerite, was tried on a charge of conspiring to receive and dispose of stolen goods. She was ac- quitted by a jury after a highly publicized eight day trial.

Last summer the mayor's son, Lawrence, was jailed 20 days for contempt of court. A judge ruled that the younger Lightner had made an obscene gesture while leaving the courtroom after being called to face a charge by his wife that he struck her. Last week, Lightner's daughter, Debra, was accused of credit card fraud after several days of publicity surrounding the investigation of Miss Lightner's involvement. The charge is a misdemeanor. In other contested Raleigh races Tuesday, incumbent Jack Keeter, Randy Hester, J.C.

Knowles and former council member Michael Boyd won the primary for two at- large council seats and incumbent Ronald Kirschbaum and Donald Bryant won-the North Raleigh district primary. All council terms are for two years. CHARLOTTE, N.C. (AP)- The Great Tire Heist was well executed. Thieves stripped 160 large tires and rims, valued at 120,800, off 20 new trailers in the sales lot of the Strick Corp.

Nelson Johnson an official of Strick, has offered a reward of 13,000 for information leading to conviction. He says the thieves used a large fbrklift owned by Strick to lift the trailers so the wheels could be taken off. They apparently brought with them a large air compressor and special wrenches.

The FBI joined in the investigation after the stolen trailer was found empty in Monday. The tractor had been found Friday at a filling station near a truck stop off 1-85 in Cleveland County.
