Paint Enttrprht, Nor. 2, Iff! 7A Model City Commission Procedure Is Outlined WHAT IS "MODEL "Model Cities" Is a program designed to concentrate ali available public and private resources in the community in comprehensive attack on the social, economic and physical problems of the Model City Area (see map below showing boundaries of the Model City Area). The first year of the program is devoted to analyzing the problems of the Mode! City Area, and to developing plans to deal with these problems during a five-year implementation period. Model Cities Program attempts not only to upgrade the physical environment of the Model City Area, but to significantly improve the lives of the residents of this area. The program is expected to substantially raise the level of housing, education, health and medical treatment, employment and job training, income and services in the Model City Area.

WHO SHOULD PARTICIPATE IN THE MODEL CITIES PROGRAM? All governmental agencies and organized community service groups. The Model Cities Program does not take the place of any of these agencies or groups. Instead, it provides an umbrella under which they can operate more effectively. By coordinating all improvement efforts in the Model City Area, and eliminating conflicting and duplicating efforts, the Model Cities Program enables the community to get maximum benefit from its resources. Only through the involvement of private enterprise, and the utilization of the knowledge, skills and resources of the private sector of the community can many of the problems of the Mode! City Area be solved. Model City Area Residents. Most important of all there must be participation by residents of each of the neighborhoods included In the Model City Area. Only when those persons the program is designed to help are involved in all phases of the planning and decision making that will affect their lives can success be achieved. HOW CAN MODEL CITY AREA RESIDENTS BE SURE THEY WILL BE INVOLVED IN THE PLANNING AND DECISION MAKING OF THE MODEL CITIES PROGRAM? Because of the members of the Model City Commission will be residents of the Model City Area.

At the same time, the two com mittees approved eligibility requirements for candidates and selected places for voting in each of the five neighborhoods that make up High Point's model city area. The full model city commission, which will have a total of 40 members, is expected to be functioning by the first of December.

ARE THE DUTIES OF THE MODEL CITY COMMISSION?" Hire the Mode! City Project Director and establish policies fpr the hiring of the rest of the Model City Project Staff. With the assistance of the Mode! City Project staff; Prepare plans and programs for the improvement of the Model City Area during the first year planning period.

Direct the implementation of plans and programs during the five-year action period. Review and approve all Model City Area public improvement programs not Initiated by the Commission. Coordinate all public and privafe efforts in the Model City Area to bring about improvement in the quality of Ufa of the neighborhood residents. Demonstrate new and better ways to cope with urban problems that can be used throughout the City, and throughout the United States. WHO WILL SERVE ON THE MODEL CITY COMMISSION? There will be forty members on the Commission representing Governmental Agencies (9), Private Enterprise (11), and residents of the Model City Area (20).

HOW WILL MEMBERS OF THE COMMISSION BE CHOSEN? Representatives of Governmental Agencies will be appointed by the Mayor on the advice of the governing bodies of each agency." Representatives of Private Enterprise will be appointed by the Mayor on the advice of groups representing the various sectors of the private community. Neighborhood representatives will be chosen by the residents of the Model City Area with each neighborhood having the following number of representatives based on population: Brockett Neighborhood Harrison Neighborhood --'Spring Valley Neighborhood Macedonia Neighborhood Southside Neighborhood 1 2 5 5 5 Two youths, who are residents of the Model City Area wtllbe chosen by Model City Commission after it is established. 2. A resident of the Model City Area (each person must vote- in his own neighborhood). WHO CAN BECOME A CANDIDATE TO REPRESENT HIS OR HER NEIGHBORHOOD ON THE MODEL CITY COMMISSION? Anyone eligible to vote in the Model City election. HOW DOES A PERSON BECOME A CANDIDATE? By having twenty five eligible voters in his neighborhood to sign his official candidacy form thereby endorsing him as a candidate. WHERE CAN OFFICIAL CANDIDACY FORMS BE OBTAINED?
