The Democratic town committee met last night to take action on the subject of the appointment of a postmaster to succeed the present Republican incumbent, whose term expired in March. The committee voted to call a citizens caucus May 29. in which all legal voters of the town will be allowed to take part; all candidates must file nomination papers with the Democratic town committee before May 23. these nomination papers must bear the signature of at least 15 Democratic voters: no one who is not a Democrat in good standing will be allowed to stand as a candidate, and if the nomination paper of any Democratic candidate hears the indorsement of any person outside of the partv that fact will render the candidate ineligible. One of the candidates for the postmaster-ship has withdrawn this morning.

This is P. W. Reardon. Mr. Reardon has been in the fight from the beginning, and had strong support.

He stated that be was absolutely certain that be could go into a Democratic caucus and win over any of the other candidates, but he did not propose to secure the position by going about begging for Republican votes. Buffalo, N. May 12. The New York Centrals new eneiue, 909. which is to be exhibited at the Worlds lair, has made a record ol 112V4 miles an hour. Tuesday the Empire State express, drawn by this marvellous machine, made 102 miles an hour, a ereat record in itself, bat Engineer Charles Hogan said she was not feeling well that day and could do better.

After a nights rest here she was brought and sent down to Syracuse for another trial. The Empire State express arrived in Syracuse on time. No. 999 was coupled on. and the train left on time.

Hogan let her out a few times on the way to Rochester, but be did not want to get ahead of his schedule, and he brought her into the Rochester depot on time. Chicago, May 12. Arthur Holton, manager for an English pottery firm at the Worlds fair, was arrested yesterday charged with selling goods that nad been admitted duty free as exhibits at the fair. The act of disposing of imDorted goods admitted as exhibits is equivalent to smuggling. Mr. Hulton admitted the charge, and bailed on his own recognizance.

Special Treasury Agent Crowley, who conducted the prosecution, said this is the first case of this sort that the government will deal leniently with. The Daily America, the new sporting and amusement paper, says Hugh Pentecost spoke at the 21st assembly district Tammany headquarters last night. He said he was repeatedly asked by friends, Why have you joined Tammany Hall 7 He went on to explain that he had been brought up in the Republican party, but bad finally left it because tbeg. o. p. represents everything that is dangerous to liberty and a government of the people.

The Democratic party represents the spirit of liberty better than any other party now iu existence. 2 It represents the best government in the world. It seems to me that Tammany Hall, aa it now exists, gives the people the kind of government they want. Who are our rulers? Why. the people. No one man or no organization can rule town if the people do not want them to rule.

Tbe best government In a city is the government tbe people want. And they want Tammany Hall to be in charge of our municipal affairs. I have never heard of you spoken of as a reform organization, but if the people did not believe in you they would not have put you in power. I know something about reform organizations. I do not till nk much of them.

I do not believe in governments reforming the people. It is the business of a government to give tbe people the kind of government they want. there are always a few-persons to be found who wish to govern tbe people by and Attorney-General Little are after tbe paper trust. Lewelling that an agent of the trust had threatened to undersell him at every point in Kansas if the Salma company did not join tbe combine. The attorney-general thereupon addressed tbe following instructions to the county attorneys on the instructions of the Governor: In consideration of the vast injury the people of Kansas have suffered at the hands of the trusts, and are likely to suffer, I call upon you to seek tne agents of this paper trust, and arrest each and every om of iLem. and to spare no pains in their prosecution. Since the war he has devoted his life to the manual training of young colored people and Indiana of bom sexes, and he often had as many as 1000 under his care. Gen. Armstrong waa born in the Hawaiian islands in 1839. where his father was a missionary of the American board, and where he bogau his collegiate course at Oahu college. completing it nt Williams College.

He was chief clerk of the department of public instruction in the Hawaiian islands and editor of Hae Hawaii. He waa captain and major of the 126th Regiment New York Volunteers. 1862-63; lieutenant-colonel of the ntii and colonel of the 8th United States colored troops. 1863-65: rose to brevet brigadier-genetal was superintendent of a district of lO counties in east- ern Virginia in Fieedman's bureau. 186-68.

and in 1808 founded ond became super, intendeut of the Hampton Normal and Agricultural Institute. Gen. Armstrong's constant aim was to show the bet methods of educating the negro and Indian in this country, adapting to that end a system of combined labor and 1 study, to give them the means of self-support. develop manual skill and promote manliness aud self-reliance. Cents a Glass at tbe Fountains. 1893 CLOSE GAME OF BOWLS, The Rhode Island Supreme Court Orders Another Election in South Kingstown. Providence, May 12. Tbe Supreme Court today handed down a declsioD in the long fought and bitterly contested election case of South Kingstown, dismissing tbe demurrer filed by the Republicans and ordering a new election. Tbe Democrats have won all the Doints in the controversy, and aa order will at once be issued by tbe court.

The Republicans have 53 members, all of whom will not vote for the Republican State officers, while the Democrats have 51 members and four elections to come, all of which they can carry. In South Kingstown the Democrats had large pluralities iu the two contests, but not a majority. LOCAL FORECAST. NOTICE THE PEOPLE Gen. Armstrong Waa Stricken Down Stoneham Eighteen Months Ago.

Gen. Armstrong was well known to the people of Massachusetts, and while North 18 mouths ago, was stricken with paralysis. lie had come North ou one of his occasional tours in behalf of the Hampton Iiwti-tute, accompanied by a party of some 14 representative pupils in the school. It was bis programme to visit a number of small towns and cities throughout tbe New England States, making appeals personally and through tbe students for funds to carry on tbe work of tbe insti-ulion. In accordance with the plan mapped out Providence and a number of small towns in the vicinity of Boston had been already visited.

At all of these meetings Gen. Armstrong spoke, and tt was while addressing an audience at Stoneham on Thanksgiving day in 1891 that be was suddenly stricken down. There was a cessation of the power of SDeecn, his limbs gav way from beneath bun. and lie became suddenly and utterly helpless. Assisted from the hall, tt was found on summoning medical aid that the entire left side was paralyzed.

He was immediately removed to the Parker House in this city, where he was unconscious (or hours. His wife was by his side, and his only brother. N. W. Armstrong.

an attorney of New York, was sunt moned. It seemed that recovery was impossible, and for days life hung in the balance. Then came a slight change for tbe better, and hone began to be entertained. Throughout his long and rainfnl illness, beside the attendance of his faithful wife. Rev.

Accustomed to bear every kind of physical trouble and hardship, such as only a soldier is called upon to endure, he bad always been a health man. 'flie illness 1876 could be traoed to nothing except excessive horseback riding.

lie was taken down suddenly after a vacation season, during which he had been indulging to too great an extreme, for a man of ills physique, this favorite sport, usually re garded as so invigorating. It was only his superb constitution, backed upbva lifetime of abstiueuce from bad habits and a healthy parental stock, which enabled him to pull through the long siege. Then he was soared again until three vears ago, when he succumbed to the grip during its first ravages in tins country. During tliis period Gen. Armstrong was not leduced so low ns he was before, nor as lie has been since, though the disease threatened to assume tbe form of plienmonia.

It was further complicated, however, by lingering traces of the former illness which still remained in his system. As soon as be was able to move about, aftei some weeks, out of doors, with any degree of safety, he weut South and in traveling through the warm Gulf iStates succeeded in getting measurably well again. From the third attack, the one at Stone-ham. he never fully recovered, and his death is believed to be directly traceable to it. Had Broken tho Window.
