A8 WEDNESDAY, MAY 18, 2011 DAYTON DAIL NEWS CONTINUING COVERAGE BIG OIL Senate blocks bill repealing $2B in oil tax breaks By Stephen Ohlemacher Associated Press WASHINGTON The Senate blocked a bill Tuesday that would repeal about $2 billion a year in tax breaks for the biggest oil companies, a Democratic response to $4-a- gallon gasoline that might fare better when Congress and the White House negotiate a deal later this year to increase the ability to borrow. The bill was defeated on a procedural vote. But Democrats hope to build their case to include the measure in a tion package being negotiated by key lawmakers and the Obama administration. Lawmakers from both parties are demanding reduction as part of deal to increase the ability to borrow and avoid an unprecedented default on U.S. Treasury bonds.

bill says that even the most rich and powerful among us must do their fair share to help us reduce the said Sen. Rob ert Menendez, the sponsor. high- priced lobbyists cannot stop us from doing what is fair and what is Republicans and some Democrats opposed the tax increase, saying it would hurt domestic drilling while doing nothing to reduce gas prices. The vote was 52-48 in favor of the measure, short of the 60 votes needed to advance it. senators split their votes.

Republican Rob Portman voted against the bill and Democrat Sherrod Brown voted for it. The measure would have affected Shell Oil Exx onMobil, ConocoPhillips, BP America and Chevron Corp. Some GOP lawmakers argued that the bill would increase gas prices further. However, the nonpartisan Congressional Research Service concluded that eliminating the tax breaks would be unlikely to result in higher gasoline prices, which are by a host of factors. The report said the bill would raise about $1.2 billion in 2012.

By comparison, the oil companies had combined revenues of $1.5 trillion last year. Some lawmakers say tax increase would do nothing to reduce gas prices. Interior chief requests shorter drilling time By Dina Cappiello Associated Press WASHINGTON The Obama administration is asking Congress to shorten the time energy companies get to start drilling on public lands they lease, as part of the strategy to boost oil and gas production. Interior Secretary Ken Salazar pushed a series of measures Tuesday in testimony before a Senate panel considering drilling legislation. The proposals expanded on plans announced by President Barack Obama over the weekend to speed up drilling in the Gulf of Mexico, on North Slope and off the Atlantic Coast.

The measures will not provide any relief from high gasoline prices, but the Obama administration and lawmakers want to send a message that they are doing something to ease the pain at the pump. Salazar said that Congress should change the law to allow leases onshore to be shorter than 10 years to pressure companies to drill sooner. Currently, 41 million acres of public lands are leased, but only 12 million acres are producing oil and gas, Salazar said. Offshore, the Interior Department already has the ability to extend or shorten the length of a lease. Both sides in accord on $150B spending cuts in exchange for debt hike By Lisa Mascaro Chicago Tribune WASHINGTON A top Republican said Tuesday that as much as $150 billion in spending reductions has been as potential common ground between the White House and congressional negotiators seeking an agreement on measures in exchange for raising the debt limit.

look at the things where there might be some overlap between our budgets and their said Sen. Jon Kyl, R- the Senate chief negotiator in budget talks. He said that initially about $100 billion in cuts were then subsequent areas of agreement were noted. discussing in the magnitude of $150 billion in he said Finding possible agreement on $150 billion in budget cuts is a start, but far from the more than $2 trillion in budget reforms that would be needed over the next several years to meet House Speaker John A. demand that spending reductions be greater than the amount of additional borrowing authority needed to keep the country from default.

The nation hit its nearly $14.3 trillion debt limit this week, but Treasury Department have indicated they can maneuver resources to avoid defaulting on the obligations until Aug. 2. With the national debt accumulating at a rate of $125 billion a month, estimates are a $2 trillion increase would be needed to avoid hitting the statutory debt limit again until late 2012. Kyl declined to discuss areas of agreement from the last meeting of congressional negotiators and Vice President Joe Biden, who has been leading the closed-door talks. But areas of common ground between the proposed 2012 budget and the House Republican-passed plan include possible reductions in agricultural supports, changes in federal employee pension plans, and an expansion of the Federal Communication spectrum authority.
