21. The rabbit's foot which brought him luck for more than half a century was of no use last night when Charles "Snowball" Watts collapsed in North Arch street and died at 6 following a heart attack. "Snowball," a familiar figure on the baseball diamond, in the crowds at football games, in the Dauphin County Courthouse and City Hall, was "at least 80 years old," Dr. E. A.

Haegele, Cum berland county coroner, said last night, Watts had followed former Tech and Central High School teams in Harrisburg, called himself the "mascot" of the Senators Baseball Club, and was a rabid rooter for Mechanicsburg High School teams. The familiar "rooter" lived with Frank Dorsey, 116 North Arch street, and while walking toward his home last evening collapsed in the street. He was as sisted home by Lorenzo Dorsey, and according to Dr. Haegele, "sat down in a chair, took two deep breaths, and died peacefully." He has no immediate survivors, and for several years has made his home with the Dorsey family. "Snowball" suffered a heart attack at the Mechanicsburg Car lisb High School football game Thanksgiving Day just as he was about to throw his rabbit's foot over the home team goal posts for luck, as had been his custom for many years.

He recuperated, however, and just this week visited city and Dauphin county offices. Acquaintances said small gifts of cash were his only means of livelihood in recent years, although for a short time he served as batboy for the money raised for the aged fan was deposited in a city bank, and each week he collected $5. Some of the money remains on deposit in the bank. The body was released to the Myers Funeral Home, 37" East Main street, and funeral arrange ments are pending. Chairman Vinson (D Ga) said he would introduce immediately a bill to require big Chambers of Commerce, labor unions and all special interest groups" to report to a Federal agency their assets, liabilities, contributions and Well i congressional circles said that such a program had been discussed by President Roosevelt with conferees on labor legislation two months At the same time, Vinson said he was working on a second bill aesignea to prevent the "exces sive and unconscionable" profits which the committee declared some corporations had made on naval contracts. The Georgian said that the leg islation could not fairly be based on a fixed percentage of profit, but probably would be built arouna average protits over a given period of years. Elizabeth Bitner, 78, widow of James, died Monday at her home in Hockerville, near Center ville. She is survived by these children, Guy, Clayton and Ver non, and Mrs. Norman Neidig, all of Newville R. D. Mrs.

Clara Beamer, York Springs; Alvin Bit ner, Harrisburg; Mrs. Villa Walk er, Carlisle, and Mrs. Irene Mayer, Fort Myer, a brother, Sells, of Perry county, and several grandchildren. Services were held this afternoon at the J. P.

J. FRED NEAGLEY J. Fred Neagley, 81, died at the home of his son, Edward, Millers burg, R. D. 1, Monday.

In addition to Edward, he is survived by another son, David, and a sister, Miss Ella, both of Millersburg R. D. Services will be at the W. J. Minier funeral home, 217 North street, Millersburg, at 9.30 a.

m. Thursday and at David's Reformed Church, Killinger. The Rev. Noah Fravel of Cressona will of ficiate. Burial will be in the cemetery adjoining the Killinger Church.

Before his retirement he was a blacksmith for fifty years at Good Hope, Mechanicsburg, R. D. 4. He is sur vived by four children. Mrs.

Fishel, Mrs. William Adams, Good Hope; George and Mrs. Effie Cunkel, both of Harrisburg; seven grandchildren and four great grandchildren. Services will be Saturday at 2 p. m.
