Panel hears requests tor state budget funds Section 12 Pages October 19, 1977 Paducah, Ky. in By BILL MATLOCK Sun-Democrat Staff Writer GILBERTSVILLE, Ky. "We want to get the feeling of the people bow they want their money spent" was the theme for a public bearing and input session on the upcoming state budget held at Kentucky Dam Village State Park Tuesday. Jack Smith, Department of Justice, said the meetings are being held around to the state to give "citizens an opportunity to participate directly in the budget." Smith said Gov. Julian Carroll will review statements made at the meetings and attempt to include as many as possible in the budget.

However, in a letter presented to all those attending, the governor said be receives requests for five times as much money as is available. The state budget is expected to reach $3 billion during the upcoming two years. Functionally, 39 per cent of all state funds go to education. The remainder of the state's money goes to Human Resources, 28 per cent or $800 million; transportation, Chamber of Commerce, asked for more funds in the advertising program. She asked for matching state funds for more promotion of the fall and spring tourist seasons.

Ms. Hopkins asked the state to compile statistics for tourism growth. She said statistics need to be compiled for presentation to potential investors in the lake area. She said statistics also are needed for the possible location of theme parks, theaters and other attractions in the area. A spokesman for the First District Education Association said that group is concerned with the ratio of teachers to students in the classroom, teacher retirement and teacher salaries.

A budget already proposed by the governor would raise teacher salaries to the average of surrounding states. Judge Mike Miller, Marshall he was concerned with getting area development funds to the area faster. Rep. J. R.

Gray, who represents Marshall Countyand parts of Trigg County, said he was concerned with state police having to pay insurance on their police cut by 60 per cent. She added that there are 10,554 4-H members in the Jackson Purchase. Riley Handy, Kentucky Heritage Commission, asked for more state money for matching funds to be used to restore historical structures. Handy said $200,412,000 is pending in state and federal funds for the buildings. Handy said $1,720,000 in applications will have to be refused because of the budget.

Among the buildings waiting restoration are the Alben Barkley home in Paducah, South Union Shaker House in Logan County and two structures in Calloway County. Dick Douglas, Kentucky Lake Vacation Association of Marshall County, spoke in favor of tourist and promotion funds in the budget He said that program was one that returned every dollar put into it Dr. Harry Sparks, former president of Murray State University, asked for four programs for the 8,000 members of Kentucky Retired Teachers. Sparks asked for the governor and the legislature to. consider built-in cost of living adjustments based on a national level for retired teachers, the allocation of $4,882,900 to cover the cost of prior service commitments.

The retired teachers are also asking for increase of prior service payments from $88 to $100 for each year of prior service and more state funds provided to increase the amount of money put into retirement funds of teachers to that of other state employees. The farmer, Lawrence Stafford, said, "I was just going along picking com and ran on the body there laying between two rows." The search for Miss Harmeier at one point turned toward Paducah. An attendant at a gas station near Martinsville told police that be saw a woman fitting the woman's description in the accompaniment of a group of people driving a car with a Mc-Crscken County, license plate. Representatives from her hometown came to Paducah and distributed Information about her, including telephone numbers of persons working on the case.

Miss Harmeier's disappearance triggered a nationwide search ind an outpouring of time, concern and money from her hometown. Miss Harmeier, a drama major and an student at the university, returned home often to visit her mother. Her father, Robert, died of a brain tumor when Miss Harmeier was 4 years old. The people of Cambridge City mounted a community effort in the search for the coed, spreading bumper stickers, posters and billboards across southern Indiana. Truckers distributed thousands of posters with Miss Harmeier's picture throughout the nation.

A citizens' committee collected more than $10,000 in pledges and $5,000 in cash to pay for the advertising blitz and a reward fund. MARTINSVILLE, Ind. (AP) Investigators looked to a fingerprint check and dental records today in the effort to positively identify a body found in a cornfield as that of a young woman who disappeared Sept 12 en route to Indiana University. The body discovered Tuesday was tentatively identified as missing coed Ann Louise Harmeier, 20, Cambridge City. An autopy also was being performed to determine the cause of death.

Morgan County Coroner James Summers said he couldn't determine whether the young woman was slain because the body "was so badly decomposed." State police said they found a shoe string and a hairbrush around the young woman's neck, leading them to believe she might have been strangled. The remains were found by a farmer harvesting corn five miles from where Miss Harmeier disappeared along Indiana 37 Sept. 12. She was driving to school from her home when her car conked out The auto, its parking ligts blinking, was found abandoned along the highway two miles north of here. Summers said the body was that of a female about 20 years old and appeared to have been in the field five weeks.

At the scene police found a red shirt, jeans and tennis shoes which they said matched the description of what Miss Harmeier was wearing when last seen. State troopers also said a purse found next to the body contained i paper with Miss Harmeier's name on it and jewelry and other terns known to belong to the coed.
