Third readings on two resolutions are scheduled, one involving sanitary sewer supplies and the second authorizing a contract for the reconstruction and improvement of West Street. Ordinances include second readings of the annexation of a part of Staunton Township to the city limits, and new sewerage system rates with respect to tap-in charges. A first reading to enact new rules for the collection and disposal of solid wastes will be scheduled.

Daniel P. Spraul will be sworn into office as the.new Third Ward Councilman. Kentucky Governor Recovering HOUSTON, Tex. (AP) Gov. Wendell Ford of Kentucky continues to recover well from an abdominal operation and conducted some state business in his Methodist Hospital room on Friday, according to an aide.

Ford underwent surgery Monday to remove a weakened spot in the main artery in his abdominal cavity. Doctors removed the ba loon-like aneurysm and replaced it with a three-inch dacron tube. Friday an aide said Ford met with William Wester, his chief administrative aide, to act on business necessary because of the new fiscal year in Kentucky. Boyle To Seek Re-election NEW YORK (AP) W.A. "Tony" Boyle, 64, convicted of violating the Corrupt Practices Act and sentenced to five years in prison, will seek reelection as president of the independent United Mine Workers of America at a special election in December, an aide says.

The aide said Royle, who is appealing his conviction, had offered to step down but that the union's 24-member board of directors had endorsed his candidacy by acclamation at a meeting here Thursday night. Boyle was sentenced to five years in prison and fined $130, 000 after his conviction of illegally donating union funds to political candidates, including Democrat Hubert H. (AP Wirephoto) Chess Championship Still In Jeopardy REYKJAVIK, Iceland (AP) Organizers of the world chess championship were unable today to report any break-through in their deadlock over money with Bobby Fischer.

On the eve of Fischer's scheduled challenge match with world champion Boris Spassky of Russia, officials of the Icelandic Chess Federation said they still had no assurances that Fischer would appear. Almost at the last minute the 29-year- old American grand master sent word that he wouldn't play Spassky in Iceland unless a new condition was met: 30 per cent of the gate receipts for the 24 games in addition to a share of a $125,000 purse and a piece of television and film income already contracted for. Chess Federation officials met until nearly midnight with Andrew Davis, Fischer's friend and attorney, who arrived Friday to negotiate for his truant client. The 24-game match is supposed to start Sunday. HIJACK A I FBI Agents Arrest Hijack Suspect PORTLAND, Ore.

(AP) FBI agents in Portland arrested Daniel Bernard Carre, 25, of Tacoma, Friday night and charged him with the attempted hijacking of a Hughes Airwest flight from Seattle to Portland Lee Pitt, spokesman for Hughes Airwest, said Carre boarded Flight 775 in Seattle, bound for Salt Lake City via Portland. The airline said the DC9 was carrying 37 passengers. Luring the flight, Pitt said, Carre mumbled to hostess Judy Frasier, 27, that he had a knife and wanted $50,000 and a parachute. Stewardess Frasier informed Capt. Leonard Hipp of the man's actions.

Sheriff's Department reports. Bobby Sorrell, step-son of Donald Brown, 9285 S. Shroyer Phoneton, is reported to have lost his upper gunu and lips and also received other mouth lacerations in the accident.

Deputies said the toddler rode his bike into the path of an auto driven by Markley J. Linn, 45, of 9140 Wildcat Tipp City, and Linn was unable to avoid the youth. The youth was taken to the Dayton hospital by the Bethel Rescue Ambulance. The accident occurred on Shroyer Drive, near State Route 440, in Phoneton. The boy also received a broken arm.

Deputies are currently investigating an accident caused by excessive speed. Deputies said James R. Toler, 19, of New Carlisle was traveling on State Route 440, 215 feet west of First St. in Brandt at 12:35 a.m. when he lost control of his vehicle.

Toler apparently backed from a private drive, squealed his tires then stopped the vehicle and "took off at a high rate of speed," deputies said. The auto went out of control, off the right side of the roadway, traveled 156 back onto the road, veered left of center, spun around in the roadway and struck a tree. Dayton Man Assaulted, Robbed TROY Details are still sketchy, but sheriff's deputies are still investigating an assault that occurred sometime around 3:20 a.m. today on the West Charleston Road. Deputies said James W.

TUIey, 40, of the Dayton area, said he had been "rolled," then injured. The victim was at first taken to Stouder Memorial Hospital for treatment, but was later transferred to Miami Valley Hospital in Dayton. No details of the assault itself were available. Ships Collide BREST, France (AP) Seven persons were reported missing today after the French weather observation frigate France II collided with the yacht Lefteria, believed to be of Danish registry. According to information received here by radio, the yacht was carrying 11 persons, including two women.

Four persons were rescued. Several ships were diverted to the area to help in search and rescue operations. The yacht went down shortly after midnight about 350 miles southwest of Brest on France's Atlantic co'ast. Congress Approves Emergency Relief WASHINGTON (AP) Congress has approved a $200 million emergency appropriation bill intended for use in areas devastated by Hurricane Agnes and by floods in South Dakota. The Senate approved the measure Friday by a voice vote just hours before a 17-day recess was to begin.

The House had approved the measure 355-1 just an hour before the Senate acted. The funds are to be given to public agencies by the Office of Emergency Preparedness, mainly for temporary housing, road and bridge repairs, debris clearance and the repair or replacement of public facilities. (AP Wirephoto) Skyjacking Accomplice Arrested DETROIT (AP) The man who initially told the FBI he had unwittingly driven a skyjacker suspect from Indiana to Michigan later gave a complete account of the hijacking plot to authorities and was charged with aiding the crime, the FBI said Friday night.

Neil Welch, special agent in charge of the Detroit FBI office, said Walter J. Petlikowsky, 31, of Ecorse, told the FBI he had participated with Martin MeNally in the hijacking of an American Airlines 727. Petlikowsky reportedly said he assisted MeNally in cutting off a machine gun to use in the hijacking, drove him to St. Louis for the heist and then picked nun up after he parachuted near Peru, Ind. Welch said the statement by UN Asks Budget Increases UNITED NATIONS, N.Y.

(AP) A $11,025,690 budget Increase for United Nations operations in 1973 has been requested by Secretary General Kurt Waldheim. Petlikowsky was charged "with direct participation" in the plan to hijack the airliner, he said. Two Armed Robberies Investigated TROY Two armed robberies, one here and another in Tipp City, are being investigated today by the police departments of each city.

At 12:24 p.m. Friday a young Negro, wearing an afro-hair style, a pinkish purple shirt, dark trousers and standing about six-feet two-inches tall, walked into the Stop Go Market on S. Dorset, made a purchase of potato chips, then demanded two cashiers give him money from the registers. Police said the robber, believed to be in his late teens, or early 20s, brandished a gun during theft. After receiving the money he told Shirley Shatto and Linda Blessing to go to the back room until he was gone.

After putting the as-yet- undetcrmined amount of money into a paper bag, the thief fled the scene. The armed robbery at Tipp City occurred at 12:08 a.m. when a black entered Dorsey's Foodliner, on South Second, and demanded money after showing a belted gun to cashiers at that store. Tipp City police said the thief in this case did not pull out a gun, but simply revealed it to the cashiers. He was holding the gun under his belt.
