John H. Knowles of Boston for nomination as his chief assistant on health matters. Reprinted From Saturday's Edition Dirksen, who has single handedly forced. some Democratic holdovers out of office and has blocked some other prospective presidential appointments, seem thus to have become the individual to see before any appointment is submitted to the President. In the 1940s Roosevelt customarily told Cabinet members and others to clear appointments and policy moves with the late Sidney Hillman.

Hillman, who headed the CIO Amalgamated Clothing Workers of America for a quarter of a century, packed organized labor's most potent punch as the manpower chief of the National Defense Commission. Dirksen's chief constituency in his opposition to the Knowles appointment has been the lead1 ership of the Chicago-based American Medical Association. These medical leaders didn't like Knowles's liberal approach to government participation in health programs. It was not difficult to convince the conservative Dirksen that he ought to go along-particularly when he was reminded of the substantial contributions doctors had made to the Republican campaign chest in 1968. Dirksen was in a position as Senate Republican leader to make it extremely difficult to get a nominee confirmed.

While Knowles himself blamed the AMA primarily for his failure to be nominated, the doctors had found in Dirksen the most effective standardbearer for their conservative viewpoint. The net result could only be to bolster Dirksen's party leadership, under public attack from Sen. Charles E. Goodell, R- N.Y., and others who classify themselves as liberals. Goodell told the Senate June 18 that President Nixon should have the right to nominate the man he wanted for the job, without interference from Dirksen.

GOP National Committee To Handle Patronage Chore WASHINGTON (AP) The Republican National Committee has been given an enlarged role in dispening patronage a move intended to check a major rank and file complaint that the Nixon administration has been slow to divide government jobs among party members. From now on, most job requests will be through the committee, which will send on to the White House the names of those it feels most worthy of getting an appointment.

There is no guarantee the committee's applicant will get the job, but the White House has promised to give special attention to such requests. The new procedure was outlined to the committee Friday by Harry Dent, a White House aide serving as President Nixon's specialist in Republican Party affairs. Dent brought the welcome news to the committee at a closed door session of its threeday meeting, set to conclude today. He summed up his remarks later for newsmen. Some indication of the regulars' feeling on the subject was the rousing cheer Friday when it was pointed out that of 80 appointments by Commerce Secretary Maurice Stans, only one has gone to a Democrat.

The GOP leaders also hope it will strengthen the party organization all the way down the line. Elly Peterson, vice chairman of the committee, has been placed in charge of the division that will handle patronage, much of which involves jobs on various government boards and commissions. The procedure is not intended for filling top administration positions. Dent has also set up a new procedure involving the committee that is designed to keep a check on the flow of complaints or requests to various government agencies. Instead of going directly to the agency involved, party members will be asked to make their request or complaint to the national committee.

Marion Case Cheek, United States Navy were held Wednesday in the U.S. Naval Station Chapel, Treasure Island, Calif. Burial was at the Presidio National Cemetery, San Francisco. Cheek died Friday, June 20, at Letterman General Hospital, the Presidio of San Francisco. The son of the late Mr.

and Mrs. James C. Cheek of Fulton, he was 80 years old. "Mike" Cheek was graduated from the U.S. Naval Academy, Annapolis, Class of 1911.

In he was ordered to a U.S. Naval Gunboat on the Yangtse Patrol in China. In World War 1, he served with the Atlantic Fleet and later returned to the Orient. At the close of the war Cheek Portugal Lifts Old Decree LISBON, Portugal (AP) Prime Minister Marcello Caetano's government lifted Friday a 40-year-old decree that barred antigovernment candidates from examining voter registration lists. The ban had been imposed by Caetano's aged and ailing predecessor, Antonio Salazar.

Brenda Mersergeau Cheek; his daughters, Mrs. Robert Tyson, Mrs. Thomas Flynn, and Countess deMorelos and his son, Todd Helser; his sisters, Mrs. Commodore Brann of Oklahoma City and Mrs. Norman Terry of Fulton, and four grandchildren.
