W. Castlio Dies In Home Quick French War Victory Is Promised (Continued From Page One) (Vyacheslaff Russian premier -foreign commissar) that the French Government considers a telegram signed by Jakob Surits, Soviet ambassador in Paris and sent to Stalin on the occasion of the Soviet intrusion Surits peace into treaty, as internal an by French Decisive Action By France Pledged Paris March 26 "prompt and decisive" action with the single aim of conquering many, Premier Paul Reynaud declared today that Chancellor Hitler's time "soon will come." Reynaud called on his people in a moving declaration of immutable purpose to support his new cabinet in spite of political differences for, he said, a crisis is at hand. "We will have to fight hard, work hard, and suffer hard," said the diminutive chief of the "action" cabinet in a nation-wide broadcast. "This hour is decisive," Reynaud said. "And our decisions will be prompt and effective.

sole objective is this: To conquer the enemy." Indicating that the war soon is to take a new course, Reynaud affirmed: "At the present moment, every resource is being put into play by Hitler to achieve economic domination in the Balkans "Our objective is to wage war in every domain." EFFORTS FOR WAR TO BE EXPANDED France's war efforts in the immediate future therefore will have to be expanded greatly, the new premier went on. "For seven months France has defied invasion. But is that enough? No. it is not." Napoleon, in all his campaigns, used barely a million cannon balls, and in the World War more than a billion shells were fired, said Reynaud, adding: "It is in the billions that shells will be consumed this Emphasizing the importance of man-power in industry and agriculture as well as in the fighting force, Reynaud continued: "The task of the government is to put each man in his place. Those who at the moment are enjoying the same status as they did in peace time are not playing their full part in the national effort.

But this situation will be rectified. Those who try to evade their responsibilities will be punished SAYS DIPLOMACY DEPENDS ON STRENGTH "Even before military victory comes, our diplomatic successes will depend upon the strength of our tanks, our cannon and our airplanes, which in turn depend upon our will to work and our capacity for suffering. "We approach the supreme test with heads high. We are prepared not to submit to it, but to conquer it, with the souls of warriors and the souls victors." "The enemy," he said, "works for our interior disintegration, in order to launch a military operation at a cheaper price." Graf Spee Mutiny Reported By British London, March 26 (UP). The British Admiralty tonight, quoting an "authorized report," said that Adolf Hitter ordered the scuttling of the German pocket battleship Admiral Graf Spee after the crew mutinied and refused to take the warship out of Montevideo Harbor into probable battle with British naval units waiting outside.

This report, the first released by any government regarding the cirwhich prompted the cumstancesaid the crew of the Graf Spee mustered on deck eight times between 3 p. m. and 7:30 p. m. on Dec.

The admiralty said that during these musters the crew broke ranks, shouted and behaved in a disorderly banner ve 5 ng on mutiny, Nazis Ridicule Mutiny Report Berlin, March 26 (UP) -An authorized German spokesman tonight described as "complete nonsense" a British Admiralty statement regarding an alleged mutiny aboard the Admiral Graf Spee. "Such stories don't even merit denials," he said. "We haven't enough time or paper to deny all the stories London invents. The British seem to have waited a long time to invent this one.

We are not interested in such a false story." British Tighten Throttle On Germany London, March 26 naval concentrations off Norway, throttling German trade in spite of Scandinavian protests and Nazi -boats, tonight were estimated at several flotillas of light and heavy destroyers in addition to submarines. Indicating that Germany might attempt to smash the blockade, the Daily Telegraph tonight reported from that the Admiralty dispatched destroyCopenhagen, ers into the Skagerrak and North Sea. Scandinavian and German harbors are crowded with vessels laden with German coal and coke and Scandinavian ore and food stuffs, the Telegraph said, hinting that the ships have received German naval orders to take shelter. In the air and on land, too, it was revealed, Britain is intensifying her warfare as France prepared likewise to speed up actual fighting. A message from the British Expeditionary Force revealed that the British have taken over a new sector of the Western Front from the French.

For the first time since the outbreak of the war, not a single British or French ship was sunk during the week ending March 24, the Admiralty announced, Eight neutral vessels, none of which was convoyed were sunk and two German ships were torpedoed. British Cabinet To Include Laborite London, March 26 Minister Neville Chamberlain tonight decided to strengthen his cabinet with inclusion of a laborite, political circles said. Seeking a powerful coalition government embracing all important shades of thought, prime minister abandoned the idea, which he weighed over the holidays, of forming a stream-lined cabinet of five men only. As a result his change of plan, the premier was expected to make no major cabinet changes until after the Labor Party conference in Bournemouth May 13. By then, it is hoped, the Labor party executives will be given plenary powers to enter the government.

in exchange for certain government guarantees. Resignation Rumors Scotched By Cromwell Ottawa, March 26 H. R. Cromwell, returning from a brief visit to his New Jersey home, today declared he had "no other plans than to continue the duties of my office as American minister to Canada." A statement issued by the United States envoy said "the last word" had been said by Secretary Hull in rebuking Cromwell for Toronto speech expressing sympathy for the Allied cause, a speech which aroused a storm of criticism in the United States.
