What the guarantees are is not stated.

They should be satisfactory before any steps are taken to remove the troops. He was the object of very great attention from the crowd visiting the department. Frederick Douglass! this afternoon, was. qualified as United States Marshal of the District of Columbia, and took charge of his office.

Columbus Alexan der, of Washington, and George; Hill, of Georgetown, united, with him in execution of a bond of $20,000 for the faith ful performance of the duties. A large number of applicants for office under the new Marshal were in attendance before he was qualified, but Mr. Douglass promptly intimated that he was not in favor of removing any good men from their present position, and would make no changes without careful consideration. FRESSIKO THEIR CLAIV8. Several Southern delegations remain in Washington, urging the President to make certain appointments.

To one of these the President to day said he would take his time to answer the applications made to him. SptTTHEJtS AFFAIRS. The gentlemen from the South who have interviewed the President in the interest of the recognition of Nichollsand Hampton, expressing themselves very hopeful that this week will terminate all anxiety on the subject. Governor Hampton of. South Carolina has given a guarantee to the President that if the troops are withdrawn no violence will occur or be allowed, but that hie will pro ceed against Chamberlain by legal means and under a statute enacted by the Republicans in 1868, to enable them to put out some Democrat incum bent This statute provides for sums mary eviction oi any person imruuiug himself into1 public office by a warrant issued by the circuit judge. The party evicted under such a wairant is authorized by the 'statute to assert his claim or retention, in courts, if he wishes, but must give way first and at once an issue and presentation of warrant to the office elected. These charges are understood to have been sustained by the evidence of Mrs.

Bell, and by evi dence of an Army Chaplain, that Reno had cast decided reflections on the character of Mrs. Bell when talking to him. The prevailing opinion in army circles here is that Reno will be found guilty, and his dismissal from the service recommended. Bills Vetoed by Governor Habbard of Connecticut. Hartford.

Governor Hubbard to day vetoed the bill giving members of the Legislature a mileage of twenty five cents each way, on the ground that it is in violation of the con stitutional! provision against tbe Legislature creating its own pay. He also vetoed the new registry law, on the ground that the requirement that an elector shall be made an elector anew when he moves to another town, is unconstitutional in refereuce to franchisa. Christian Han son, who was arraigned in. the Police Court on a charge of attempt at burglary, informed the.

Justice that he made the attempt' thai he mighf get into the State's Prison. Being asked hy he wanted to the State's Prison, he answered "Judge, I have only just come from Columbus, where I served ten years in the State's Prison for burglary. I was pardoned out by Governor Hayes, now President of the United States. My original sentence was for twenty years. My life is wasted and I am a wreck.

God knows I intended, when I came out of prison, to live an honest life. I was pardoned out the 6th of last month. I went to Cincinnati and tried to get work, but failed. From, there I went to Pittsburg, and met with no better success. Then I tramped all the way to New York, where I had friends; tried to get work from farmers on the ways sleeping where I got an opportunity and, eating whenever charitable persons gave' me a crust.

My friends here who knew me before I was a criminal refused to recognize me. I can't get work. I have lived in the gutter and been, kicked, about. I dread to kill myself, and so, with the horrors of prison life before me, I am obliged to go back. There is.

Last Saturday, savs the Baltimore American, the remains of old Samuel Green were laid to rest in the South Baltimore Cemetery.

Green was only an old colored man, who, since the close of the war, has led the quiet life of a house servant. He was 76 years old, was a member of the Orchard street Church, and had borne a character for faithfulness and honesty. In 1858 he was living in Dorchester county, where he had previously been owned by a gens tlemen, whose family, are still living in that section and whose' names are well known. It was a period when all sorts of rumors were prevalent of a re volt among the slaves, and the greatest care was taken not to allow any considerable number of negroes to congregate together. Naturally.

any slave that could read was looked upon with suspicion; and It was not infrequent that searches were made of the quarters for seditious pam phlets or papers, any quantity of which, for so the anti slavery documents were considered, were floating through the country. Uncle Sam, being a free man, had the misfortune to know how to read. and so his cabin was one day searched for literature of an inflammatory nature, which was found, the same being the novol of "Uncle Tom's Cabin." Uncle Sam was arrested, a true bill was found, and on an indictment for having in his possession seditious and incendiary documents calculated to disturb the public peace and destroy the he was brought to trial. The.evidenoe was to the effect that Uncle Sam had this dangerous book in his possesion. That was not denied by the old man.
