July is the latest state to be called to account by the war department for alleged failure to comply with the Dick military law. Secretary Garrison has directed governor attention to the fact that the Arizona militia has been over-enlisted in preparation for its annual encampment and has asked him for account for certain supplies furnished by the federal government. Department officials said that the Arizona militia officers apparently had misunderstood orders issued from the department. The Dick law, it was pointed out, provides that enlisted men, in order to be eligible for duty at encampments, shall be recruited at least 60 days before the encampment. Violations of the Dick act in Arkansas and South Carolina already have been given attention at the war department, and as a result federal aid has been withdrawn from the South Carolina militia.

ill Ennhlr It to Route Heavy Freights 'Without Pulling Them Over Raton Mountains. Raton, N. July is positively rumored that the Santa Fe system has bought the St. Louis, Rocky Mountain Pacific railroad. This road runs from Des Moines to Raton and Cimarron.

The buying of this road by the Santa Fe would probably mean that the Colmor cutoff will not be built, the Santa Fe connecting the Dodge City branch at Des Moines and meeting with the present main line at Clifton, eight miles south of Raton. From Dodge City all heavy freights and through trains would go over the Dodge City cutoff to Clifton, via Des Moines. The Santa Fe company would have two purposes in view in purchasing the St. Louis Rocky Mountain. First, it would give them a more direct route from the Missouri river to the coast, avoiding the mountain climb between Raton and Trinidad, and give them the vast coal interests of the Rocky Mountain road.

Also, it would give them an opportunity of shortening their time between the western slope and Chicago by several hours. BEFRIENDS MAN; IS ROBBED. Tuesday morning an American, probably 26 years old. appealed to Mrs. Thomas Palmer, living at 606 Ternille street for something to eat. The man said he was sick.

Mrs. Palmer, the police said told them she was iilso sick and her sympathies were aroused. She took the man in, cooked him a breakfast, and later gave him a clean shirt. When the man had gone, she missed her purse, containing her money. James Bell, a negro, charged by complaint with carrying a pistol and aggravated assault, defended his own before a jury in the county court Monday afternoon, and was acquitted.

Prosecuting him was county attorney P. R. Price. The prosecuting witness in the case was Mrs. Rosalie Chavez.

Her husband was also a witness. All of the parties are from Clint. Texas. After the examination of the woman by the county attorney she was turned over to the defendant. Before subjecting the witness to a cross examination.

Bell reached in his pocket and drew forth a red bandana handkerchief. He untied the corners of it and exposed a lock of hair, hairpins, hair ribbons, and other feminine belongings.
