The ranger will be empowered to organize a home guard of from 20 to 4 0 men and this company will be under his command. There will be one ranger at each point along the border with a company of men who know the therefore ample protection will be given. The expense will be borne out of the appropriation for the executive for the enforcement of the laws.

That there will be no difficulty in getting men to serve on these home guard companies is evidenced by the fact that the governor is being besieged with requests and appeals from persons along the border, who are anxious to organize the plan if the governor gives them that chance.
