A meeting, the 17th and final of a series, was scheduled to be held at Omaha, where members of the Nebraska Motor Dealers Association were to be told of the "contract" plan, under which anyone who purchases a new car agrees not to resell it within six months.

The contract would carry a $400 penalty clause. It is designed to halt the customer-to-used-car-lot market. The plan was described to members of the association at meetings at Hastings and Lincoln yesterday and at 14 other meetings over the state in the past few weeks. John B. Quinn, Lincoln, public relations counsel tor the association, said the contract would be legal under Nebraska title taws.
