former intercollegiate mile champion while representing Georgetown University, died suddenly today at his i home. 51 Montvale av. He had been in poor health more than a year. Recently he contracted a heavy cold which developed into pneumonia. In recent years Connolly had been a broker in Boston.

Previously he had been a broken in Washington. D. C. Jimmy Connolly had a tremendous following this city in his heyday as a mile runner. Hundreds of local residents cheered hinl from a reserved section of all fan famous races in Boston when he competed against the top-ranking milers of the world.

Gruppe. 80. internationally famous artist, died suddenly today at his Sea View Cottage on Bearskin Neck. His home was at 133 Manhattan iv. New York, and he maintained a stud.o in Carnegie Hall.

New York. Mr. Gruppe spent many cf years in Holland where he painted some of his best known canvases. He studied art in that country. Hu Dutch background paintings covered a wide selection cf landscape? and some figure compositions ar.d interiors.

Hu works were on view at the library in Rou-n. France; SL Lcuu Museum. Brooklyn Museum. Maryland Institute. Baltimore, and numerous private galleries.

He was awarded many prizes tor hu painl- mgs including gold medals at Rouen. Harrington was taken ill a fortnight ago while visiting at the Summer home of his mother-in-law-, Mrs. John E. Reyburn. He was reported recovering after the operation for an intestinal obstruction, but his condition became critical last night. Born in Virginia The Colonel was born in Bristol, on Sept.

10, 1887. His studies at the Virginia Military Institute were followed by an appointment to West Point, where he was graduated second in the class of 09. He was commissioned a second lieutenant in the Corps of Engineers. For the next eight years he served in the Panama Canal Zone, Detroit. Rock Island.

Pittsburg and Washington. At the outbreak of the World War he was assistant professor of mathematics at West Point. Col. Harrington served during the war in various ranks, including that of Colonel, as instructor at officers training camps and in other war-time work in this country. Post-war duties found him as district engineer in Baltimore, assistant engineer of maintenance of the Panama Canal and on the general staff of the War Department.

New London. in 1915. Mrs. Harrington died in 1938. CoL Harrington was vacationing at New London in 1935 when he received orders from the War Department to return to Washington at once.

He expected to be assigned to flood duty in the Mississippi, but instead he was loaned to the W. P. A. It was a temporary assignment which he expected to last only four months. The tallish, good-looking Army engineer made such a success of his civilian job that President Roosevelt appointed him to Harry Hopkins post when Hopkins was moved up to Secretary of Commerce in December 4, 1938.

Freedom From Politics His administration of the W. P. A. began in an atmosphere charged with criticisms against the Hopkins reign of zealots. Harrington boasted that he had never voted in his life and that he was completely free of political affiliations.

He stated his policy soon after taking office when he said that W. P. A. money would go to those for whom it was intended regardless cf whether they are Democrats or Republicans. He early made good his promise that boondoggling useless work to keep W.

P. A. men busy would be dropped from the American vocabulary. Col, Harrington, ever since his days as military attache in the White House, had been one of the most popular men in Washington social life. His tall, straight carriage and his ready wit were much in demand when he returned as W.

P. A. assistant. Throughout his assignment to the W. P.

A. he remained on the Army payroll, receiving considerably less than the established pay for commissioner. His reputation in the W. P. A.

post has been one of diplomacy, with all factions admitting that he handled relief distribution competently. Edward L. Stevens COHASSET. Sept. 30 Edward Stevens, 76.

Flaherty WINTHROP. Sept. 30 Bernard H. Flaherty, in his 81st year, former chief inspector of the Fitchburg Police Departihent. died here today.

He has been living with relatives. A native of Fitchburg. Mr. Flaherty was a- member of the police force there 46 years and an inspector 30 years. He resigned in 1936.

He had solved many unusual and mystifying cases and won the commendation of local, state and national police officials for his work. He was a charter member and former president of the Massachusetts and Fitchburg Police Associations, was instrumental in obtaining legislation which puts the Police Department under Civil Service and led the fight for police pensions. He was chief ranger of the Foresters of America. Court City of Ficn-burg, and also a past grand chief ranger for Massacnusetts. He is survived by a wife.
