Hanover, a pleasant little township iu the old Colony, will be the scene of an unusual gathering, on the 17th of this mouth, the occasion" r-eing tho dedication of the new and beautiful monument erected by the people in grateful remembrance of her fallen heroes, both of the land and sea forces. Hanover was incorporated in the year 1727, and has aiwavs maintained a degro'ee of solidity from that period to the present time that is very satisfactory. It is of her military historv in the "War of the Kebellior. that this article speaks. The first nieetine ad upon questions connected with the war was held May -I lSf'l and at all future meetings the town showed a verv eoinmeudable and patriotic spirit all through the whole of the struggle. Her citizen soldiers were an honor to the town and a credit to the State and were never found waatmg when tried in the balance.

The Commission is now prepared to exercise the powers and perform the duties conferred upon it by tne statute and ordinances, and have issued the following general orders: TI office for police business is established at City Hall; lor liquor licenses, will continue for the present at No. rf Pemberton square. The present police organization and the system now in operation for the performance of police duty will be continued until otherwise ordered. Such changes will hereafter be made in the organization, discipline and personnel of the force as may be found necessary to secure greater efficiency in the performance of police duty and greater economy in the maintenance of the department. Applications for appointment, reap-jKiintment or promotion will not be received until the qualifications necessary to make the applicant eligible have been determined by the Hoard and the necessary forms for examination been prepared.

While the Commission will require that every ofiieer shall be luily capable ot in tlie most efficient manner the duty to which he is assigned, they will not apply so" severe a test in determining whether the present memDers of the force shall be retained cs in determining the qualifications for the appointment of uew members. I'ntil otherwise ordered, all orders of the Chief of Police shall emanate from and be issued to him only by the Hoard of Police Commissioners, aud all orders to the police force shall be issued by the Chief of Police, or in his absence, by the Deputy Chief, and communicated to the force through the" captains in the several divisions, or in such olhr manner as exigencies may require. The Chief of Police will communicate this preliminary notice to the members of the Police Department by having it read at roll-call this dav in the several station-houses. Accident. Karly this morning an accident occurred to a young man in the employ of Mr, Huse at Itoylston The person referred to was lounging against the door, used as a fire-escape at Hall's stable in Boylston square, when by some moans the door becanio loosened and fell upon him, injuring him quite severely in the back.
