Mr. Ross was born in Boston and raised in Milton. After serving in the Navy from 1946 until 1949, he graduated from Boston University and Harvard Business School. He was employed by Keystone Camera Co. in Dorchester in the 1950s before moving to Italy, where he worked as a consultant.

He met his future wife, Birgitta, in Sweden and they married in 1961. He subsequently lived in Cambridge, Detroit, and New York City before settling in Denmark in 1965 as international sales manager for Capewell Manufacturing Co. of Hartford. In 1976, he was involved in the founding and management of ScanDuro in Albertslund, Denmark, a manufacturer of carbide-tipped circular sawblades. He leaves a son, Frank L.

Fries GLOBE CORRESPONDENT A welder fell 13 stories to his death yesterday at the Ritz-Carlton Towers, a portion of the Millennium project at Washington and Boylston streets. It was the first fatality at the massive project, which broke ground two years ago. The welder was not identified pending notification of relatives. He was taken to Massachusetts General Hospital at about 8 a.m. after falling from the 18th floor to a fifth-floor platform and was pronounced dead 20 minutes later, a hospital spokeswoman said.

A witness was also taken to the hospital after being shaken up by the accident. Boston police and the Occupational Safety and Health A Administration were investigating. OSHA spokesman Ted Fitzgerald could not detail the safety record at the project but reported that an employee complaint in March prompted a comprehensive inspection of the entire site by the agency. Fitzgerald could not disclose the nature of the complaint because the inspection had not been completed. Yesterday, construction at the site came to a halt as workers were sent home for the day.

"We're very saddened by this tragic: accident," said Joseph Farrell of Bovis Lend Lease, LMB the general contractor. "We work very hard to ensure safety. It just looks like an accident as best we can tell. We've had no other serious accident like this," said Farrell, who said that a full-time safety manager oversees work daily at the site. Farrell said the welder was wearing a safety harness when he fell.

He said neither the harness nor a safety line broke, but investigators hadn't determined yesterday how the harness become unclamped from the line, he said. Developers with Millennium Partners issued a written statement saying their "deepest sympathies go out to the deceased's family and loved ones." The welder worked for Rescue Welding, a subcontractor based in Somersworth, N.H., which could not be reached for comment. In the past two years, OSHA has fined the firm $2,550 for six safety violations, none of which were at the Millenium site. Twenty-one of the 35 stories at the Ritz-Carlton Towers have been erected. Developers expect the Millenium project, which will contain condominiums, a hotel, retail space, a parking garage, and a movie theater, to be completed by spring.

Mr. Richardson was born in Boston. He attended Northeastern University. A veteran of the Army, he was a Boston police officer for many years until his retirement at the rank of lieutenant in 1981. He leaves four daughters, Jean M.

McSweeney of Maine, Patricia A. Casey of Burlington, Barbara M. Perdigao of Easton, and Mary M. Young of Halifax; a son, Thomas J. of Milton; a brother, Charles T.

of California; 12 grandchildren and five great-grandchildren. A funeral Mass will be said at 10 a.m. tomorrow in St. James Church in Stoughton. Burial will be in Blue Hill Cemetery in Braintree.

William Maxwell dead at 91 NEW YORK William Maxwell, one of the country's most esteemed writers and for 40 years a fiction editor at The New Yorker magazine, died Monday at his home. He was 91. Mr. Maxwell was the revered editor of such celebrated New Yorker writers as Eudora Welty, John Updike, John O'Hara, J.D. Salinger, and John Cheever.

mea plant issues ground-beef recall JACOB SHOLDER Jacob Sholder, 78 Owned discount store in Lynn A funeral will be held today for Jacob Sholder of Malden, the owner of Krazy Jack's discount store in Lynn. Mr. Sholder died of heart failure Monday in Melrose-Wakefield Hospital. He was 78. He was a lifelong resident of Malden, where he once served on the City Council.

He served in the Army Air Corps during World War II. After beginning his discount business at the Revere Flea Market, Mr. Sholder owned and operated Krazy Jack's in the Merchandise Center in Lynn for 20 years. He was a former meat cutter at Bunker Hill Meatland in Charlestown. Mr.

Sholder was a founder of the Black Barons Drum and Bugle Corps in Malden and did volunteer work at Middlesex Community Service. He leaves a daughter, Maxine LoDuca of Malden; a son, Charles, of Alaska; a sister, Sylvia Freeman of Sunrise, four grandchildren and a great-granddaughter. The funeral will be held at 11 a.m. in Goldman-Fisher Funeral Chapel in Malden. Burial will be in Agudas Achim Cemetery in Melrose.

A Manchester-based meat processor is recalling up to 210,000 pounds of ground beef that may be contaminated with E. coli bacteria. Jac Pac Foods announced the voluntary recall Monday, two days after the Pennsylvania-based Moyer Packing Company recalled about 347,000 of fresh ground beef patties.

The recall involves all the ground beef produced at the Manchester plant on June 9. Most was frozen and sold wholesale to restaurants or other food-service firms along the East Coast, several midwestern states, and Bermuda. The Moyer recall involved patties sold in Price Chopper stores with sell-by dates from July 26 to Aug. 2. The meat was distributed in New Hampshire, Vermont, and four other northeastern states.

Less than 20,000 pounds of Jac Pac meat produced June 9 was sold to retailers, the company said. None would still be on store shelves, but customers who bought the meat and froze it should check the product codes and product ASSOCIATED PRESS manufacturing date codes. The meat was sold in one-pound packages. Here are the retailers and packaging codes: Trader Joe's: carries a "Sell by" date of 061900 on the front of the package. Stop Shop: carries a fivedigit date code beginning with 161 located on the front of the package.

Shoplink.com: Labels indicate "Fresh made" with a five-digit date code beginning with 161. The wholesale food-service products were sold in 10- and 36-pound boxes with a pack date of 0161 or expiration Oct. 09 00. Jac Pac is tracing the wholesale product through its customers. The company said there is no danger to consumers as long as the meat, or any other ground beef, is cooked to an internal temperature of 160 degrees.

Meat cooked at that temperature would not be red or pink. Only 15,760 pounds are suspected of infection, Jac Pac said. Three pet cats had been added to Wellesley's total of 22 missing felines, said Officer Susan Webb. The missing pets have vanished from the neighborhood north of Route 9 near the Weston line. While Webb warned cat and dog owners not to leave their animals outside unattended, she said authorities don't plan to hunt the mother coyote, who is taking food for her litter of pups in the form of beloved pets. The attack on the Cairn terrier was fierce, according to Webb. "The coyote picked it up in its mouth and took it to the woods.

The terrier was immobile and in shock," Webb said. Previously, a 10-year-old ginger cat name "Itty" was killed near its home on Pine Ridge Road by a coyote about two weeks ago, said its owner, Deborah Lovewell. "I found in the woods behind our house.
