Charles Endicott was born In Canton. Oct 2S. 1822. and was educated ln Its schools. He had served the town many years as town clerk, 20 years or more as a member of the school committee, and had represented the town as a member of both the house and state senate.

He had been a member of the governor's council two terms, and was stale auditor for live years. At the time of his death Mr Endicott held the positions of commissioner of corporations and also that of state tax commissioner. He had been a highly esteemed member of Hiue Hill lodge. A. F.

and A. of Canton, being one of the two surviving charter members of that organisation. He was a communicant in the First Universaiist church, and was one of its most valued supporters. His wife, his two sisters, Mrs Evelyn Upliam and Mrs William Hillings of Canton, his two brothers, ex Sheriff Augustus B. Endicott of Dedham and Mr Henry Endicott of Cambridge, his son, Mr William E.

Endicott, and his one daughter, Mrs R. M. Field, wife of the manager of the Boston museum, survive the deceased. Mr Endicott had been a stanch republican in politics, and his advice and counsel were often sought by the leaders of the party in -both the town and the county. He was greatly beloved by the young and old, and his taking off has cast a deep gloom over this town.

At this writ.ng no definite Information can be ascertained concerning Mr Endi-cotts untimely taking off. Suffice It to say that nothing has been received here which has created such a shock as the news of this honored man's death. Among them was the Norfolk mutual fire insurance com-i pany and the Neponset national bank, i He was for more than 40 years also a trustee of the Canton institution for savings, and later was Us president. 1 Mr Endicott was twice married, hie i first wife having been Miriam Webb, whom he married in Canton Sept 30, 1845. Of this marriage there was one child Charles W.

Endicott. His second wfe was Augusta G. D.nsmore, and the i wedding was in Charlestown. H. Oct 2.

1818. Two children were born of this i marriage. Edward D. and Cynthia A. The latter became the wife of R.

Every Cent Contributed Sura to ba Wisely and Honestly Expended. This appeal to the public by the Boston Porto Rico relief committee was issued last night: The P-crto Kico relief committee, organized in response to the appeal of the secretary of war. Issued with the approval of the president, at the meeting held at city hall, Boston, on Aug 12, desires to gratefully acknowledge the prompt generosity which has already rlaced the sum of $18,000 in its hands for the relief of the widespread suffering and disaster caused by the recent terrible hurricane vhtch visited, the island of Porto Rico, and at the same time the committee desires to mate an urgent appeal for the continuance of the charitable Impulse which has been aroused and for additional contrioutions to swell the fund to much larger dimensions. The latest private advices received by the committee, as well as the official reports, prove that the extent of the disaster, the amount of suffering which it will entail, and the need of relief, have all been underestimated. The density of population on the island and the lack of reserve resources with which to meet such a sudden and crushing calamity, make outside assistance, upon a considerable scale and continued for some length of time, an absolute necessity.

SISgCZE The United States has severed the former colonial ties of the island, and its people have accepted our rule and welcomed our flag; it therefore becomes the sacred duty of the government and of the people of the United States to assist them in meeting this great calamity-in feeding the hungry, clothing the naked and sheltering the homeless, and the opening of the rainy season makes the furnishing of such aid all the more Imperative. The authority of our government to furnif-h adequate relief is limited, and congress is not in session to enlarge It; and such relief would, in any case, have to be afforded through the army wh.ch is not intended for such work and which may not be able to perform It without offending the sensibilities of the people. Any substantial and continuous relief must, therefore, be afforded by the charitable people of the United States, and chiefly through agencies of their own. This committee feels warranted In stating, from the arrangements which It has already succeeded ln making, that any money placed ln its hands will be disbursed economically and intelligently, in such manner as will afford the largest and quickest relief of immediate distress, and as will best assist the people of the Island in their pwn rehabiliation. The funds will be applied and disbursed dircctiy by the committee, and it feels warranted In assuring donors that every dollar contributed will tell in the relief of distress.

The money already expended has purchased a large quantity of cheap food and clothing, and the policy of the committee has been to supplement rather than duplicate the work of the war department. The people of Boston have always been distinguished for their prompt and liberal response to appeals to their humanity and charity, and the sufferers from many a disaster far away from New England have thus learned to speak the name of this city with affection and to look to its people with gratitude. The new relation of protection. His early educational advantages were only those which could be obtained In the public schools of Canton, and he was from the first trained to a life of practical endeavor, being required to work on his fathers farm and at bootmaking in hls early days. His public career began at th age of .4. when he was appointed deputy sheriff of Norfolk county, -n office which ln those days carried with It much local distinction, and required strong administrative powers.

Early in the 50s he took up the study of law. entering the office of- the late Ellis Ames of Canton. Meanwhile, however, he was honored by his constituents with an election to the lower branch of the legislature of 1851. He was admitted to the bar In 1857, and in the same year was returned to the house of representatives. In the following year he was again elected lo the house, and ln 1866 and 67 served with distinction ln the senate.

Mr Endicott always -held the confidence of the citizens of Canton, end from time to time he was called upon to Jill nearly ail the offices of trust within the gift of his townsmen. Mr End.cotts entire life has practically been in the service of the state. He was a county commissioner for six years and was also a commissioner of insolvency, being first appointed by the governor and subsequently elected by the people. After serving in the senate he was for the next two years, 1863 and 1S69, a member of the governor's council. He was state auditor from 1870 to 1875 and was state treasurer from 1S76 to 1880.

Both these offices -were rare political compliments tendered to Mr Knd.cott because of his ability and worth. He would have undoubtedly been permitted to -hold the office of treasurer for a longer period, but under that constitution no one can hold that office for moe than five years. In 18M he commenced hts career as deputy tax commissioner. A short time later he became commissioner, and since that time has been successively reappointed. He was also a commissioner of corporations.

Both of these offices entailed much responsibility and labor, but everyone who knew Mr Endicott found him ready and willing to CAFT MAHAN RETURNS.
