Newswatch 16 Simul 'Dynasty' topped television ratings Alexis Carrington (Joan Collins) former Channel 16 anchor Gary Essex, now unhappy in his job in Denver, said he was talking to Channel 28 about returning here. If auld acquaintances aren't forgot, an Essex in the market would mean an instant ratings boost for the station that nabs him, according to his old boss, NEP Communications president Tom Shelburne Jr. Channel 28 weathercaster Lorri Lewis says she's tired of having only "high and lows" in her career and in the new year will probably switch to a reporting or producing job there.

As for that traditional American past-time, primetime TV viewing, the year was marked by trends toward ensemble casts, teams of female sidekicks and a concept that may finally betfring out glitzy shows about the rich. Building strong ensemble casts was the goal of many shows in the past year, from the miserable and inane "Cutter to Houston" a show about young medical personnel in a scruffy Texas town, to the popular "Cheers." In that show, the ensemble cast are just the kind of people you'd like to meet or make fun of in your favorite bar. Maybe that's why "Cheers" is still cheering and "Cutter" is in a network morgue some- where. "Cagney Lacey." "Kate Allie" and "Partners in Crime" may all sound like Saturday morning kid shows, but they all represent the trend of building shows around female stars. "Cagney Lacey" with Tyne Daley and Sharon Gless achieved the, dubious distinction of being a promising new show that was canceled and then yanked off the garbage heap and put back on the air.

It should be back it's good, and we care about these two women cops. Kate Allie." starrlnfi Su san St. James and ex-Saturday Night Live star Jane Curtin, is also a bright, peppy show with some good writing. But just to show that even a hot trend can't save a dumb show, "Partners in Crime," starring the imitation-plastic dolls Lynda Carter and Loni Anderson as bumbling detectives, has been dying a slow death and may still not be. saved.

The universal hope that the rich are as miserable as the rest of us started a trend several years ago. The shows all feature the emotionally downtrodden lives of the well-to-do. It started with "Dallas" but the momentum has moved to "Dynasty," a competitive spin-off that has put the "Curse of the Eternal Joan Collins" on an vulnerable public. By next year, "Dallas" and "Dynasty" may be two of the few left in the genre to hold down the glittering fort. "Paper Dolls." a tearjerker about the modeling industry, is struggling although it really has some good, trashy writing and is more enjoyable than most.

But even the "richer the better" trend couldn't save "Bare Essence," the 6aga of perfume scions that was canceled. Who would have thought in the year that "Hotel," ABC's yukky and overdone nighttime soap, would make it and "Bay City Blues." a creative spinoff from "Hill Street Blues." would be just a fuzzy memory? For the best miniseries of the year, here's two nominations: Last November's "Kennedy" starring Martin Sheen and this year's "Fatal Vision." with newcomer Gary Cole. The rest of them were more hype than substance. By JEAN TORKELSON Sto Writer Last year, what dedicated TV nighttime viewer would have thought that would be a yawner and something called "Scarecrow and Mrs. King" would be going strong? Locally, it was hard to imagine that last year at this time two of the market's three commercial TV stations would be sold.

Or, that their new owners would begin rumbling they want to narrow the news show ratings gap and give perennial frontrunner WNEP-TV, Channel 16 something to think about. All that happened in the past year in TV. The sale of WDAU-TV. Channel 22 (to Southeastern Capital Corp. of Atlanta, Ga) and WBRE-TV, Channel 28 (to Northeastern Television Investors, Inc.

of New York) has so far generated more heat than fire. The two stations both formerly owned by local families are still reorganizing since the summertime switchover, and the November ratings book doesn't show much change from November 1983. Channel 16. whose parent company is NEP Communications Inc. of New York, is still far ahead with the attention of about half the viewers who are watching TV at newstime.

It likes to boast that it is "America's highest rated newscast" according to a staff memo from news director Paul Stueber. Nolan Johannes and Karen Harch continue to lead the news team, and before the November ratings season Stueber said it would be business as usual at the station no min-iseries or extraordinary hype was needed, he said, to stay number one. WNEP-TV's Dorothy Lucey, in her first TV job as co-anchor of the station's morning and noon newscasts, probably made the biggest change this year she was snatched up by WABC-TV in New York and put opposite ageless talk show entrepreneur Regis Philbin in a new show called "New York Style." That show has been cancelled, however, as of the end of December. Ms. Lucey could not be reached for comment on her future plans.

Meanwhile, Channel 16's competitors are like the puny kids next door who say they are building up their muscles but don't have much to show for it yet. By next year at this time, they may still be shadow-boxing. Or, there is always the outside chance they will have scored a draw or a knockout. With about 12 percent of the available viewing audience, third-place Channel 22 formerly owned by the Megargee family of Scranton has made the most dramatic cosmetic changes so far. It has a new set, a co-anchor (Jeff Barnd) joining Debbie Dunleavy, and a new sports-caster, J.

Chapman It didn't turn out to be the best year for Channel 22's sportscaster of four years, Kent Westling, who was dumped from his slot the day before the newsteara made its debut on the new set. Formerly owned by the Baltimore family of Kingston, second-place Channel 28 with about 20 percent of the viewing audience expects to start making changes in the new year, Larry Sales, its recently-arrived news director. Sales, formerly a producer and anchor in Boston, expects to have a new set and a nent anchor and meteorologist. In an appropriate end-of-the-year "auld lange syne" twist, WTZZ 92.9 FM 10 a.m. Sunday Morning With Your Memories Carl Lucas hosts.
