But Commerce Secretary Mickey Kantor, a key strategist in the President's re-election effort, lamed the overall deficits on a mismatch between strong economic growth in the United States and weakness overseas. He said despite this, U.S. exports are growing faster than imports. But private analysts were not as optimistic, with many worried about entrenched barriers to exports in countries such as China and a rise in the dollar over the Cast 12 months which was making goods more expensive on overseas markets.

"People who had been optimistic that we were finally going to see a turnaround in trade this year are going to be disappointed," said Lawrence Chimerine, chief economist at the Washington-based Economic Strategy Institute. BY MARTIN CRUTSINOER ASSOCIATED PRESS WASHINGTON The U.S. trade deficit narrowed only modestly to $10.8 billion in August, the second-worst showing in five years, as the deficit with China climbed to an all-time high. The Commerce Department report Friday showed that the August deficit was down only 6.6 percent from a July shortfall of $11.6 billion, the worst showing since the government began tracking trade in goods and services on a monthly basis in 1992. The huge deficits in July and August left the trade imbalance for the year running at an annual rate of $112 billion, meaning that the trade deficit, which has widened every year of the Clinton administration, will increase this year as well.

Last year's deficit in goods and services was $105.1 billion Both GOP challenger Bob Dole and Reform Party candidate Ross Perot have sought to make trade an issue in this year's campaign, Some economists said the worse-than-expected August deficit would act as a further drag on economic growth in the third quarter. Cheryl Katz, senior economist at Merrill Lynch in New York, said she believed the overall economy, as measured by the gross domestic product, grew at an annual rate of just 1.7 percent from July through September. This would be far below the 4.7 percent second quarter pace, making it more likely the Federal Reserve will continue to delay raising interest rates since the economy is slowing so much on its own. August marked the second time this year that the deficit with China has surpassed that with Japan, the long-time champion in terms of a trade gap with the United States. Analysts said this trend was likely to continue, based on China's aggressive export strategy and a variety of barriers that limit U.S.

exports. The Chinese deficit climbed to a record $4.7 billion, up 23 percent from July. U.S. exports to China were down 22 percent, representing big declines in sales of American passenger jets and fertilizer while imports rose 14 percent, reflecting a big jump in U.S. demand for Chinese toys and Christmas decorations, clothing and telecommunications equipment.

Howard Lewis, vice president for trade at the National Association of Manufacturers, said the rising Chinese deficit reflected long-term production shifts in which other Asian nations are moving factories to Asia. The U.S. deficit with Japan fell in August by 11.8 percent to $3.8 billion. For the first eight months of this America's deficit with Japan was down 28 percent the lowest level since 1992. America's deficit with Western Europe narrowed to $1.6 billion in August after hitting a record $4.2 billion in; July.

The improvement was led by a big drop in imports of European cars. 2. "We're a much larger company, with a lot more resources that they didn't have access to," Morse said. "We think we can use our research on music to help them hit the bullseye as far as music is concerned. That should be a real plus for them." Application will be made soon to the FCC; approval is expected in 60 days, No format changes are anticipated, and the four stations will continue to have separate sales and programming staffs. News, business and engineering operations will be merged.

Hagen will remain as manager of WDDJ and WPAD until the sale is final, then become a consultant for Bristol Broadcasting, concentrating on technology and communications equipment. Bristol Broadcasting, based in Bristol, owns 11 stations in Kentucky, Virginia, West Virginia and Tennessee, "We are very excited," Morse said. "Our staff is super-excited over this merger. Obviously, one of the purposes is to increase our competitive position in the marketplace, and this certainly improves it a bunch. It does give us a large share." All offices and studios will be moved next year to WKYQ's current offices off Old Mayfield Road.

The move will effectively double WDDJ's broadcast range by putting its antenna on Bristol's tower. The sales are the second in the region in a week. Sammy J. Parker last week announced his retirement from broadcasting and the sale of WBLN-FM, WSJP-AM and WNBS-FM and WQTV, all in Murray. The three radio stations and the television station were sold to WRUS Inc.

of Russellville. The company owns stations in Bowling Green, Hopkinsville and Russellville. Parker, a veteran broadcaster in western Kentucky, began his career at WNBS in 1961. He opened WSJP in 1978, added WBLN in 1988 and WNBS in 1993. He started the low-power television station in 1995.

Paducah's biggest radio stations will merge next year if the Federal Communications Commission approves the $2.9 million purchase of WDDJ-FM and WPAD-AM by Bristol Broadcasting, which owns WKYQ-FM and WKYX-AM. The four stations haye long been at the top of the ratings in their niches, with WKYQ and WDDJ usually ranked one-two overall. WPAD and WDDJ are the oldest AM and FM stations in Paducah. WKYQ and WDDJ are the only FM stations in Paducah.

"When you have the opportunity to buy heritage stations like WDDJ and WPAD, you do it," said Gary Morse, general manager of WKYQWKYX. "We're buying a great staff and a great heritage. This will complement what we've been doing all these years ourselves." "The industry is changing quite rapidly, with consolidation going on in every market because of deregulation this year," said Lee Hagan, owner of Purchase Broadcasting which operates WDDJ and WPAD. "We've looked at the possibilities of combining operations in Paducah, and it seemed like the best thing to do. Big Rivers owes more than $148 million to two New York banks and a coal company. Big Rivers acting general manager Al Robison said he welcomed the appointment as a way to "clear the air of any lingering stigma" associated with the, bribery conviction of the utility's former general manager, William Thorpe, this summer.

Among issues being raised by the unsecured creditors is the role the utility's law firm and board played before and during the bribery investigation. Several top board members learned in 1991 that Thorpe was taking money from a coal supplier, but on the advice the utility's general counsel decided to keep the information confidential. Turner's closed-door deposition gave the city an opportunity- to find out what role, if any, Turner had in Time Warner's decision to deny a spot on its 1.1 million-subscriber cable system to the Fox News Channel. Depositions are not a matter of public record until they are presented in open court. Murdoch's News Corp. and Time Warner have been locked in a high-stakes federal court battle since Time Warner rejected Fox's requests for a New York channel for its new all-news programming.

The city has sided with Fox, and Mayor Rudolph Giuliani has suggested that Time Warner was engaging in anticompetitive practices. Time Warner, which recently bought Turner Broadcasting System, asked U.S. District Court Judge Denise Cote last week to block the city from using several public-access stations it controls to air all-news programs, such as Fox. The judge temporarily barred the city from using the channels for either Fox or the Bloomberg News service, which has also sought space on Time Warner's system. When Turner, whose holdings include the Atlanta Braves, left the lawyer's office after almost three "hours Friday, he uttered a single comment: "I can tell you one thing.
