Marc Demers was sworn in at Laval City Hall Wednesday night, and said his first task is to implement new rules of conduct governing elected officials and city employees. "As soon as the executive committee has been named, we'll meet to put in place rules of integrity for the municipal council, as well as for the managers of the city," Demers said. Demers takes over a city hall rocked by corruption allegations in the past year.

Longtime mayor Gilles Vail-lancourt resigned a little over a year ago, and was arrested in May with 37 others and charged with influence-peddling, breach of trust, fraud and gangsterism. The city's last general manager and its assistant general manager were suspended in May after corruption allegations brought against them at the Charbonneau Commission. Demers's Mouvement Lavallois, a thorn in Vail-lancourt's side for five years, swept to power in the Nov. 3 election, capturing 17 of 21 seats on council. Two seats went to Action Laval.

Two in- dependents were elected. The swearing-in ceremony was followed by a short council meeting, during which Demers named his executive committee. To no surprise, Mouvement Lavallois founder David De Cotis was named. The other members are Sandra Desmeules, Virginie Dufour and Raynald Adams. Their roles will be spelled out at a council meeting next week.

Wednesday's ceremony was also historic because for the first time in a decade, opposition councillors were sitting at city hall. Paolo Galati, a councillor representing the St-Vincent-de-Paul sector, said he'll keep the mayor and his team in check. "I think we're going to play a huge role," he said. "We're excited to finally have an opposition." Galati's party, Action Laval, announced earlier Wednesday it would back off a threat it made during the campaign to challenge Demers's Opponents charged Demers was not eligible to run because he didn't live in Laval for a period of six months last year in the time between when he sold his house and moved into a new one. Action Laval leader Jean-Claude Gobe said in a statement Wednesday he'll respect the choice of Laval residents.

Two residents, however, have already filed complaints with Quebec's director general of elections. If that body rules Demers ineligible, it could only issue a fine. It would take an order from Quebec Superior Court to have Demers removed from office. So far, no one has filed a suit in court against his eligibility Demers said he's confident he was eligible to run. "If people file a suit against me, it's their choice," he said.

The ceremony will take two hours, the time necessary to name all 103 elected officials 64 city councillors, 38 borough councillors and the mayor. The service will end with a short speech by the new mayor, Denis Coderre, followed by a reception for the newly minted councillors and their friends and family.
