By BILL BARTLEMAN Sua 8U Writer In the next few days, another train will be running between Paducah and Louisville, and repair work will begin soon on tracks between Paducah and Mayfield. Those are among the first changes expected as Jim Smith and David Reed take over 3094 miles of Illinois Central Gulf Railroad lines in the western half of Kentucky. The legal documents finalizing the purchase were signed in Louisville shortly before noon.

Although Smith and Reed would not comment on the price, it is estimated to be about $70 million for the railroad and repair shops in Paducah. Harry Bruce, president of ICG, was to join Smith and Reed in Paducah later in the day to participate in a formal ceremony marking the ownership transfer. James Johnson, president of the Paducah and Louisville Railway said the future is bright for the line because it is being operated and managed from headquarters in Paducah, and not from a large corporate conglomerate headquarters in Chicago as it was under ICG. "We will be sitting in Paducah with 300 miles of railroad and should be able to operate the line more efficiently than IC, primarily through closer and tighter management," Johnson said. "We are a small organization and can control our spending better than the big Illinois Central was able to control it from far away." Another plus for Railway is that unions have cooperated in contracts they have signed, Johnson said.

"Our labor agreements are more favorable to us than the agreements held with IC. We can use fewer people on trains because we have a more general labor agreement that will permit greater flexibility." Unions have "relaxed somewhat" on jurisdiction of the jobs that each employee can perform, Johnson said. "Not everybody can do everything but certainly they can do more than in the past." The single, long blast that could be heard throughout Paducah once echoed prosperity for more than 1,000 workers who repaired and rebuilt locomotives.

The echo turned to silence about a year ago as employment dwindled to 35, lowest since the shops were built more than 60 years ago. Jim Smith and David Reed, who finalized the purchase of the shops today, hope prosperity will soon return and that employment eventually will reach and surpass the level of seven years ago. At present, however, the emphasis is on hope. "We're going to take things one day at a time and essentially do the same thing IC had been doing, making a few parts for locomotives," said Jim Johnson, president of the new Paducah and Louisville Railway. The shops will be operated as VMV Enterprises.

"We're signing a contract with IC to do some work for them and that will be our base to start the shops," Johnson said. "We'll have the same number of employees as 16 had before the sale." Johnson and other executives of the nation's newest railroad are confident in the potential of the shops, and have formed a sales team to solicit business. The shops, with 638,300 square feet under roof, are unique in that equipment is at hand to do everything from building component parts to complete locomotives. Most of the equipment is relatively new, having been installed by Illinois Central in the 1970s as part of a modernization program. "There are a number of small shops around the country that spe-.

"Instead of railroads rebuilding old locomotives or building new ones, they were using up the oversupply. The cycle is coming full circle and the oversupply is beginning to disap pear. Companies again will have to rebuild as they did in the late 1970s." Johnson also said the demand for-, locomotives will increase because of the growth in the number of shortline and regional railroads. He said that Paducah is in, an ideal location to serve other railroads because it has close connections to major north-south and east-west rail lines.

"One of the considerations in rebuilding work is the cost of getting the equipment to the shops," he said. "We are close to major lines which will make it easier and cheaper to get equip-ment to us. "We also feel there is a potential in the shops for doing freight car work" which has not been done here in about 20 years, he said.
