THE PADUCAH SUN, PADUCAH, KV. ft- New Cape independent station goes on air in July By BEN STACKHOUSE tun EolcrtalnmcDl Editor "Mld-Amerlca TV 23" will be the nickname used by the new television station scheduled to go on the air in July, broadcasting from Cape Girardeau, and covering the Harrtsburg, Girardeau television "market." The. more traditional (and official) name of the UHF station is KBSI. It will be an independent station, said James Moore, president of Southern Star Media a consulting firm from Atlanta that is helping with the station start-up. Moore was In Paducah Wednesday, "visiting the market, talking to people In' the community, telling them to expect to have a new independent station soon," he said.

Moore stressed that the programming would be family oriented, including sports, situation comedies and feature movies, and "no X-rated movies." He stressed that the station would be different than WDDD-TV27, an independent station in Marion, HI. "We'll be the first independent station to cover the entire market," he said. The station's broadcasting tower, now under construction, will be the highest in the market, at 1,700 feet. Moore said, and the signal will have an effective radiated power of 1.8 million watts. He predicted clear signal in a broadcast radius of 50 miles.

The station will broadcast 17 hours a day, scheduled to begin sometime In July. As a station that covers the market, Moore said, KBSI will fall under the Federal Communication Commission's "must carry" regulations for area cable services, which means they will have to carry the station among their of fer-ings. The station is co-owned by Media Central Inc. of Chattanooga, and Steve Kent of Atlanta. Moore said this area was chosen for the new station because of its Size.

"The joint market of Harrisburg-Paducan-Cape Girardeau is the 72nd largest population concentration in the United States," he said. "In the top 100 markets the television industry is a very thriving, prosperous industry, and our station, since it is the first independent to cover the whole market, will provide a service the market doesn't now have." John Pauza. president of Media Central, which owns and operates "several" he said, declined to get specific about the programming. He also said 30 to 40 people will be hired at the station, including advertising sales representatives throughout the market. ABC said Wednesday that Miss Davis will play "the aristocratic but understanding" owner in "Hotel," a new hour-long drama based on Arthur Haileys novel, while Miss Kahn takes the role of a housewife who "meets a mid-life crisis by spicing up her humdrum existence" in "Yes, But I'm Married," a new half-hour The two series are among eight planned for fall premiere by ABC, which finished the 1382-83 season a half-point behind CBS in the ratings. The new programs will replace a like number of shows that will be canceled. NBC will outline its plans for the fall next Tuesday, and CBS two days later. In addition to "Laverne Shirley," ABC said "Too Close for Comfort," "Tales of the Gold Monkey," "Joanie Loves Chachi," "Greatest American Hero," "The New Odd Couple," "It Takes Two" and "The Quest" will not return next season.

Miss Marshall, who played Lav-' erne in the series introduced Jan. 27, 1976, carried the show last season after Cindy Williams Shirley complained that she was being squeezed out and sued the producers. The series was among ABC's most successful through the latter part of the decade, and had a bigger audience than any other prune time show in the 1977-78 TV year. It began to slide in recent seasons, and was 28th among 99 shows broadcast in the '82-83 TV year. In addition to the new series, ABC will shift two successful series to new time slots.
