Wednesday, where prayers will be said at 6:30 p.m. Wednesday. "I recognize that at this juncture revenue considerations limit our ability to provide fundamental relief from double taxation of corporate income," on both the corporations and their stockholders, Brady said. The Treasury secretary appeared to contradict a statement earlier by Securities and Exchange Commission Chairman David Ruder that the debt-financed takeovers, known as leveraged buyouts or LBOs, do not pose a problem for the U.S. economy.

Brady has called the use of junk bonds in corporate takeovers a "dangerous destabilizing element largely dedicated to unproductive purposes," and he expanded on that view today. "I have a growing feeling that we are headed in the wrong direction when so much of our young talent and the nation's financial resources are aimed at financial engineering while the rest of the world is laying the foundation for the future. Brady said the total value of leveraged buyouts has increased from around ill billion in the five-year period from 1971 to 1X3 to more than $150 bdion in the past Eve years, including (60 billion in 1388 alone. A contributing factor in the proliferation of leveraged bcyocts, be said, is the up-front fees collected by banks, urvdermters and fmd managers in the transactions. Brady said today that Congress should look at reducing or eliminating taxes on dividends as a means of discouraging debt-financed corporate take-oven. He acknowledged, however, that efforts to cut the federal budget deficit made that an unlikely prospect Brady opposed eliminating the tax breaks on so-called junk bonds that are financing the mulUbiUion-dollar takeovers. But he said the government may have no other choice if financiers do not "put the same intensity and effort into evaluating where we are going as they have into taking us there." The Treasury secretary, testifying before the Senate Finance Committee, said eliminating the tax deductions for interest paid on junk bonds "would simply increase the cost of capital for American acquirers by effectively raising their interest rates "The net effect would be a competitive disadvantage for VS.

he said. Ltstead, Brady urged Congress to look at effectively reducing taxes on dividends.
