r A12 THE GAZETTE, MONTREAL, THURSDAY, AUGUST 26, 1999 NATION Man arrested in 29-year-old killings DNA, Ontario cop's memory break 'cold case' NATALIE ARMSTRONG SouthamNews TORONTO - The good memory of a veteran police officer and new DNA technology has prompted an arrest in a 29-year-old double-murder case - one of the oldest cold-case arrests in Canadian history, investigators say Doreen Moorby, 34, of Gormley, Ont., and Helen Margaret Ferguson, 38, of Palgrave, Ont - both rural villages just north of Toronto - were killed two weeks apart in May 1970, when they answered their doors to a stranger who then sexually assaulted and shot them to death. At the time, police interviewed more than 3,000 suspects, but no arrests were made. The 52-year-old man arrested yesterday, Ronald Glenn West, former ly of Toronto, was not then a suspect. He is due back in a Brampton, Ont., court tomorrow. "His name was never on the list," said Det-Supt. Larry Edgar, director of the Ontario Provincial Police criminal investigation bureau in Orillia. He would not say where the suspect has been living, so not to prejudice a trial. The arrest was attributed to the good memory of Det.-Insp. Don Mac-Neil, now a 35-year veteran in the criminal investigation bureau. He was on the initial task force f ft -A .7 A 1970 police sketch of the suspect in two sex-slayings. Ronald West, 52, formerly of Toronto, has been charged. probing the murders and was reassigned to them in 1997 as case manager. He remembered facts that pushed him to follow up further, said Edgar, who called MacNeil an "excellent, dedicated investigator." DNA technology, which was not available at the time of the murders, was the other "key element" in the arrest, said Edgar. NEXT OF KIN 'SHOCKED' Samples, including semen samples, that police originally took for other investigative purposes were eventually subjected to DNA testing, said Edgar. "I would have to compliment investigators of 20 years ago, too, that they had the expertise, fortitude and knowledge to collect the proper samples," said Edgar. "If 20 years ago they didn't do their job, we wouldn't be where we are today in this case." Next-of-kin were "shocked" when informed this week of the pending arrest, he said. AT&T The couple's 21-month-old son was found nearby, unharmed. Police say the woman was shot five times in the back of the head and twice in the back. Moorby refused to comment yesterday on the arrest when reached at his home, and relatives of Helen Ferguson could not be reached. Ferguson's 9-year-old son was home with the mumps on the day she was shot once in the back of the head and twice in the back. WRONG SUSPECT TARGETED Both victims had nursing backgrounds and both their husbands were schoolteachers, but the families had never met. In the early 1970s, investigators followed a prime suspect who matched a composite sketch of the killer, as described by Ferguson's son Dale, who saw a man drive away in a car. The boy also saw the killer wipe away fingerprints from the door. That suspect, who worked as a mechanic in a Toronto suburb, was in charge alone at the repair shop on the days of the murders. He also confessed twice over the telephone to a priest, saying: "I have done something very bad." Both times, appointments were set for him to meet the priest in person, but he left the church when the priest appeared. The man was questioned, hair samples were taken, and three years after the murders he was admitted to Penetan-guishene Mental Health Centre, where he later died. Four years ago, DNA testing determined that man was not the killer, and confirmed that the women had the same killer. A $15,000 reward was offered for information relating to the crimes, but police did not yesterday say whether that reward was a factor in the arrest. The case, is part of the bureau's Project Millennium, which has identified 196 unsolved Ontario homicides, Edgar said, and DNA testing may be used to help crack other such cases.
