leach, S.C. 29577 WOW By R. G. Easg PHILIPSBURG, ST. MAARTEN-According to local legend, a gin bottle played a role when the Dutch and the French divided this happy Caribbean island in 1648.

And apparently gin--or something like it-still has influence in this area, at least on those who write travel booklets. Several of the booklets say the island consists of 31 square miles, and that the French got 17 of them, and the Dutch only 14. Other booklets say the total is 37, with the French holding 21 and the Dutch 16. But this is a minor point, really. What counts is that everyone agrees this island is indeed a "happy" island (which is how it bills itself), and that it has some of the most lovely, unspoiled beaches in the Caribbean-32 of them.

It is also one of the few places in the world where two different systems of foreign control flourish side by side. For example, the best airport is on the Dutch side of the island and it is used by Air France. The world's most famous perfume is made in France, and the merchants on the Dutch side of the island do a thriving business with it. Both sides of the island are "free ports," meaning that items such as cameras, perfumes and liquor are sold without the usual taxes; The better brands of Scotch.for example, can be had for around $2.50 a quart. Saint Maarten (as the Dutch call it) or Saint Martin (as the French call it) lies about ISO miles east of Puerto Rico.

Ttierie are some direct flights from New York, but most flights terminate in Puerto Rico, where you will have to change to smaller planes. Most of the good hotels are on and'one reason is that the Dutch government has a fairly generous program for encouraging tourism and hotel building, The French also have a program, but hotel men who have had experience with it complain about government red tape that unravels ail the way t6 One hotel venture that eventually got caught up in the red tape is La Belle Creole, started in 1966 as one of the grandest hotel ventures of all timei but which now broods on its beach, half finished, half ruined. It was to have been much more than just a hotel; it was to have been a luxurious vacation village, with a Mediterranean atmosphere, including a village bell tower. Father and fund-raiser for La Belle Creole was Claude Phillipe, chief caterer at the Waldorf Astoria until 1959. He raised millions of dollars from influential friends, but after four years of of f-and- on-again construction, the money ran out.

That was in 1970, and by now La Belle Creole resembles a spectacular ghost village and therefore has become something of a tourist attraction. It is in receivership of the French government, which has been trying to find a buyer. The Marriott Hotel Corp. and the Club Mediterranee were among those that were attracted, but backed off when they realized what a financial jumble they would have to untangle. The guides on St.

Maarten always point out La Belle Creole during their tours of the island, and cheerfully announce that "millions and millions" of good old U. S. dollars were spent on it. Dollars, in fact, are the unofficial currency on both sides of the island, even though Dutch guilders and French francs are official and can.be had, if you insist 'on having them. But they aren't necessary; the shops, the bars and the casinos all seem to prefer dealing in dollars.

Credit cards and even personal checks are widely accepted. The tours of the island, incidentally, are. an excellent way to experience what are perhaps the worst roads this side of the Soviet Union. Sand Sliding A new sport for slimmer tobogganing is captivating visitors to the Cape Cod National Seashore. According to the American Automobile travelers to the cape are taking along plastic runners about five feet long.

When they get to the Dunes Parking Lotln Provincetown they take their runner to the. top of a sandy slope, put it down, sit on it, lift up the front end to act like a toboggan's prow and with a little push, zoom down the dune. Sand tobogganing is re- stricted'to the area around the Dunes Parking Lot, says Norton Bean, chief reanger of the National Seashore. Elsewhere, Visitors must stay on designated walks and trails. An exception is made at the Dunes Parking Lot because the area contains a sand pit that was once part of a sand-removal operation and, according to the chief ranger, "the natural state has already been disturbed." The parking lot holds 50 cars and is usually full in the summer season.

There is a half-hour parking limit; which is enforced by two rangers on duty in the vicinity. They are so bad that even the official Caribbean guidebook of Royal Dutch Airlines has this to say about them: "The only way you can tell you're on a road and not on a coral reef is that a reef has fishes. On the other hand, you didn't come here for turnpike driving, so go ahead and rent a car. But drive. carefully.

When you see a sign saying "LANGZAAM RIJUDEN," drive slowly. When you don't see a sign saying "LANGZAAM JEUJDEN," drive langzaam anyway." Dutch is, of course, the official language on the Dutch side and French on the other side. But these languages are about as useful as guild-, ers and francs. English is the language which everyone speaks. And they have been speaking it since the middle of the 18th century, despite the best efforts of colonial school masters.

St. Maarten was sighted by Columbus on Nov. 11, 1493, which happens to be St. Martin de Tours day, hence the name. The island was mostly ignored until 1624, when the Dutch began settling it.

-Other nations, Spain, France and England, also craving for.it, and the island changed hands 16 times before the Dutch and the French finally agreed, in 1648, to peacefully divide the island. And this is where the gin bottle comes in. According to legend, the French and the Dutch decided to establish the boundary in this fashion: A Frenchman and a Dutchman were placed back to back on a beach on one side of the island and then told to Walk along the shore in opposite directions until they met on the other side of the island, The boundary would be drawn across'the island between the starting point and the meeting point. "Both men strode off purposefully. But the Dutchman, so the story goes, stopped frequently for a refreshing sip from his bottle of Dutch gin.

Eventually the gin got to his legs and when he finally reached the other side of the island, be discovered that the Frenchman had covered the most distance. So the Dutch got the smaller portion of the island, only 14 square miles, as compared to 17 for the French (or 16 and 21, depending on which guidebook you are reading). 'St. Maarten, incidentally, has very little rain, which is hard on the island's vegetation--and on the goats and the cows, which search out every little blade of grass, including that in the graveyards. But most tourists want a rain-free vacation, and that's what you get on St.
