The telephones were out of order. A communications technician said rats had eaten through the telephone wires. Deputies said a new telephone system is being installed and should be completed by Tuesday. Meanwhile, about 15 persons Saturday were standing on the steps at the jail wanting to talk with friends and relatives. One visitor. Glen Collins of Chester. Pa., asked Jailer R. L. Stevenson if there was anyway he could talk with a relative that was in jail. Collins said he had to go back to Chester. Stevenson told Collins no. Collins quoted Stevenson as saying, "I don't give a damn if you have to go to China." Floyd Oolin of Davis Creek said at 3 p.m. he had been waiting to talk with his brother since noon Saturday. "The same thing happened Tuesday. You would think that they would make some kind of arrangements when the telephones break down so you could visit with a relative." Dote a4fed. "Each section of the jail has a certain time to use the telephones to talk with visitors. If the telephones are out of order when one section of the jail is scheduled to use them, then they completely miss their turn." Mrs. Stella Stover of Beckley said she came to the jail to visit on Tuesday but that the telephones were out of order. ".I have to hire someone to bring me down here. But that doesn't make a bit of difference to that deputy in the jail." Kanawha County Sheriff G. Kemp Melton couldn't be reached for comment.
