AP)-"B-girhT would become known as B-per- soas under an ordinance change recommended by the Minneapolis City Council consumer services committee. Alderman Earl Netwal suggested changing the ordinance to read "persons" whenever there was a reference to a B-girl. As the ordinance now stands, Netwal said, it is "unconstitutional, discriminatory and archaic." The new version, if approved by the council, would prohibit any person from soliciting another person to buy drinks. The outbreak of fighting within the refugee camps, which may have left as many as 20 dead, heightened the dilemma which will confront Lebanon when Arab nations meet in Cairo to consider how to protect this country from attacks by Israel. The Lebanese government called Saturday for a postponement of the meeting. The 20-nation Arab League said in Cairo that the gathering of foreign and defense ministers, set for Monday, had been put off until Wednesday. Lebanese Prime Minister Takieddein Solh and Defense M i n i s t e r Nasri M a a l o u f , meanwhile, hurried off to Damascus for talks with Syrian leaders. The government was shaken by the intercommando clashes which broke out Friday in three Beirut refugee camps. The firing at first lead to reports that the guerrillas were battling again with the Lebanese army in a repeat of last May's fighting. While jt later developed that the clases were between members of the Popular Democratic Front for the Liberation of Palestine and the Ppp- u l a r Front-General Command, the incident nevertheless publicly underscored the prescence of heavily armed commandos in the camps to the discomfort of the government. But the effect, reform advocates argue, is that any campaign advertising or mailings could include a simple appeal for funds and therefore not be counted against committee campaign limits. The committee would limit that exemption to 25 per cent of a candidate's spending ceiling. Despite the impetus of Watergate and charges of foot- dragging, the House panel took nearly 18 months to draft its bill, a period in which the Senate passed three related measures. Hays, with most amendments disposed of, says he expects a vote oh a fjnal draft early next week, clearing it for floor action. Key floor tests promise to be on the committee's approach to the public financing and enforcement issues. As to limits, the bills are quite close.
