$A August 24,1975 ^fStupido' May Have Been On His Mind PROVIDENCE, R.I. (AP) Mayor Vincent A. Cianci Jr. told an Italian-American War Veterans group here about a limited Italian menu he found on a recent trip to Tennessee. He said he visited an Italian restaurant in Nashville, where he ordered "spaghetti al dente," meaning cooked until the spaghetti if firm. According to Cianci. the waiter returned in a few minutes to inform the mayor they had spaghetti, but they had run out of "al dente." Political Life on the Line, Portuguese Commander Acts LISBON, Portugal I* -- The commander of Portugal's central military region, an opponent of Premier Vasco Goocalves, ordered his men to stage surprise maneuvers Saturday as the beleaguered pro- Communist kader battled for his political life. Diplomatic sources said they had learned that other military units were on alert, while air force planes were ordered grounded as a precautionary measure to calm fears amid persistent reports of an impending coup d'etat. President Francisco da Costa Gomes, reported by sources to be haunted by fear of a civil war, summoned rival military chiefs to a meeting but it ended without official announcement. Grounds for a compromise seemed narrow as moderate offi-. cers were authoritatively described as determined to remove Goncalves -- by force if necessary. * * * THE MODERATES HAVE given the president until Tuesday to dismiss his premier or risk an armed revolt by troops loyal to security chief Gen. Otelo Saraiva de Carvalho, who shares rule of Portugal in a triumvirate with Costa Gomes and Goncalves. Just as determined to remain was Goncalves, who brought Communist supporters from the military to the talks in the presidential palace. Moderates claim that 90 per cent of the population and 85 per cent of the army want to force Goncalves from office. Costa Gomes,who has indicated that Goncalves' government might only last a few more days, earlier Saturday took control of 30,000 national and municipal police from Carvalho in an apparent move to head off any military move against the premier. At the same time Goncalves won backing from several military groups. The national commission of sergeants and air force sergeants pledged support for him, white the navy and the air force ancounced that the marines and paratroopers had pulled out of COPCON. Carvalho's securi- lv unit, and put taecaselves under the authority of their chiefs of staff. The marines were considered loyal to Goocalves but the paratroopers' loyalties were uncertain. Meanwhile, Goncalves' political opponents reportedly neared completion of an alternative government that would be headed by Gen Carlos Fabiao. the army chief of staff and a moderate leftist. Vice premiers were to be two leading anti-Goncalves officers -- Cmdr. Vitor Crespo, responsible for the economy, and Maj. Eraesio Meio Amujes. foreign affairs. Maj. Vitor Alves. a moderate, was tagged for information and Lt. Col. Manuel Costa Braz, a tough moderate, was to return to the cabinet as minister of interior. The Socialist party has been offered the portfolios of education, transport and agriculture, but was understood to be demanding foreign trade in place of transport.
