The production and the use of nuclear materials ere?'- .dioactive wastes. The committee report said: "All affected federal departments, agencies and commissions should move promptly to take whatever steps are needed within the scope of their legal authority to establish the safest possible containment systems for all low-level radioactive wastes, including detection standards for determining when migration has reached unacceptable health and safety levels." THE REPORT was based on ah investi- gation by the committee's conservation, energy and natural resources subcommittee chaired by Rep. Leo 3. Ryan, Dalif. "We have to realize that tt just may not be possible to guarantee the containment of radioactive wastes over the ages until they are harmless to mankind and the environment," said Ryan. If this is the case, the implications must be considered in all their gravity." The report said the protection of the public health and environmental safety requires that radioactive wastes be isolated for the time they remain a hazard. "The decay of radioactive waste to a point of (unhazardous status, calculated in some instances to require at least 290,000 years, mandates provision of a safe storage or disposal system of that duration. This, then, is the problem," the report pointed out. AT PRESENT the wastes are buried in large trenches, much in the manner of a landfill operation, and covered by dirt, the, report said. It said rainfall, sometimes up to SO inches a year at some disposal sites, infiltrates throughout the earth, flooding trenches and soaking the radioactive wastes. The water then acts as a bleaching agent, with the materials migrating from the disposal trenches to the surrounding environment. At present, there are six commercial waste burial sites besides Kentucky and New York. They are in Illinois, Nevada, South Carolina and Washington state.
