2A-July 11, 1976 Sunday Gatette-MaU Clwrlesm.% West Virginia Law Needed For Equality, Official Says WASHINGTON (AP) - Betty Athanasakos, new head of the President's commission to observe the International Women's Year, says equality for women and men can't be guaranteed without a constitutional amendment. An amendment is as necessary to establish equal rights as it was for suffrage, she says. "What makes us think we're going to cure all these discriminations by indi- vidual laws if we couldn't do it with the right to vote" Ms. Athanasakos, president, of the Florida Women Lawyers Assn., was named by President Ford on July 1 to succeed Jill Ruckelshaus as presiding officer of the National Commission on the Observance of International Women's year. Ms. Ruckelshaus, first presiding officer of the 35 member panel, stepped down last week at White House ceremonies in which the commission presented a 382-page report and recommendations to the President on ways to eliminate inequities bar- ring women from full participation in the nation's life. Congress has extended activities of the commission, created in early 1975, until early 1979 so it can coordinate state conferences and then a national conference on women. Ms. Athanasakos will oversee much of that effort. A daughter of immigrants from Sparta, Greece, she became a lawyer specializing in divorce cases in Ft. Lauderdale, Fla. Her interest in women's rights began in the late 1960s when she was called upon to give a status-of-woem re- port to a professional women's group and realized she didn't know what to say. She became conversant with discrimination against women, then became an activ- itist in the effort to eliminate it. In 1969, she was named to a federal advisory committee on women created by the Department of Health, Education and Welfare. She prefers the Ms. designation. In an interivew, she compared the fight for equality to the fight years ago for the right of women to vote.
