August 10,1975 SimfcrG«Kltev*fiif OarieiSast K*SJ VJrwu» Goncalves Fires Portugal Council By Julie Flint LISBON, Portugal (AP) - An avalanche of civilian and military opposition bore down Saturday on Premier Vasco Goncalves, threatening to smash his day- old government and block Portugal's Communist course. Goncalves fought back, w^th the support of the two other members of the ruling military junta, by suspending nine dissident officers from the 30-man Revolutionary Council for signing and distributing a document attacking the premier for his Communist-line policies. However, the document still was reported circulating and finding wide approval as important moderate officers rushed to join the criticism just a day after Goncalves formed a new cabinet. Military sources said more than 400 officers had signed the document within hours of its appearance Thursday night. * * * A STATEMENT from the junta said: "Because of their document of Aug. 8, the directorate decided to suspend from the Revolutionary Council the nine officers who signed and distributed the document." Before the suspension was announced. President Francisco da Costa Gomes and internal security chef Otelo Saraiva de Carvalho, Goncalves' partners in the all- powerful junta, had been reported by leaders of the Armed Forces Movement, which heads the 15-month-old revolution, to be moving toward the moderate camp. Their latest decision seemed to indicate a closing of ranks around the premier. Among the nine suspended from the Revolutionary Council were former Foreign Minister Maj. Ernesto Melo Antunes, who was being promoted as a replacement for Goncalves; moderate leaders Capt. Vasco Lourenco and Air Force Maj. Jose Canto e Castro: former roving ambassador Vitor Alves: and former Mozambique High Commissioner Vitro Crespo. The commanders of two of the country's three military regions also were suspended from the council. The stern disciplinary action was not expected to silence -- and could even harden -- military and civilian opposition to Goncalves and the course he has chosen for the country. Portugal's two biggest parties, the Socialists and Popular Democrats, spokesmen for 64 per cent of the electorate, lined up behind the dissident officers. MARI, Cyprus (AP) - Greek and Tu- kish Cypriots sobbed and embraced each other here Saturday as the first officially sanctioned transfer of population began with the complete evacuation of this Turkish Cypriot village. Many Cypriots see the agreement for the transfer of 9,000 Turkish Cypriots from the Greek Cypriot controlled south to the Turkish-occupied north as the final step in the partition of the war-divided island and are strongly critical of the move. THE GREEK Cypriots«gathered here were from among the 200,000 Greek Cypriot refugees who are not allowed by the Turkish authorities to return to their homes in the Turkish-occupied north. After living in tented refugee camps or other makeshift accomodation for over a year,-they came here to take over the house vacated by the Turkish Cyrpiots leaving for the north.. "A curse upon those responsible for our transfer, the leaders decide and we suffer. It breaks my heart to leave my home where I have lived all my life," said Mrs. Cahit All Riza, a middleaged Turkish Cypriot peasant-woman. Nezmi Tefik, another old Turkish wom- an, sobbed as she handed the key of her two-room stone house to Myrofora loan- nou, Greek Cypriot refugee woman from the Kyrenia district, in the Turkish occupied north. "Don^t worry, I shall look after your house, and may God help us both to return to our homes one day," said Myrofora giving Nezmi a comforting hug. * * * THE TURKISH Cypriots were being transferred under an agrement reached during the Cyrpus intercommunal peace talks in Vienna last week. The Turkish Cypriot leadership had threatened to expell all the 10,000 Greek Cypriots still living in the Turkish occupied area unless the Greek Cypriot authorities allowed the 9,000 Turkish Cypriots in the south to move to the north. The government of President Makarios was reluctant to agree to the transfer while the Turks refused to allow any of the Greek Cypriots to return to their homes in the north and continued to settle Turkish Cypriots in the homes and properties of the Greek Cypriot refugees.
