Welling The Associated Press The problems of f i n d i n g additional classroom space, staff and transportation have nearly been solved as West Virginia gears up to open its public kindergarten program to all five-year-olds this fall. {mean an average expenditure lof over $300 each for the 28,000- plus children expected to roll. The classes are expected to begin one-to-two weeks later than the Sept. 5 date when most schools will open, but this is to allow the teacher to visit the home of each student to meet the child and his parents. In a few cases where the five-year-old lives is so remote an area that he wont be to regularly attend the classes, the teacher is being asked to make periodic visits to leave instructional material and the parent in helping his child. An average expenditure of $2,000 is made to furnish each classroom. Much of the credit for devel- oping and then accelerating the program goes to Dr. Cunning- bam, who took a leave of absence from West Virginia University specifically to develop the kindergarten program and who is returning to the classroom at Fairmont State tab fall to resume teachtog. She said much of the space .aid problem in the future could be resolved with voter approval this fall of a proposed $200 million constitutional amendment to allow for school renovation and construction.
