Dunphy (C) New York Time* Service NEW YORK - High air fares, runaway prices, and fluctuating exchange rates in Europe have discouraged thousands of Americans from crossing the Atlantic. But the European nations are not taking that setback lying down. For one thing, they are sending forth rafts of free booklets boosting discounts and other bargains to help visitors cut costs. And some of the countries are advertising Their own economic advantages by way of comparisons bound to be odious to their European neighbors. Yugoslavia, for example, points to a mere 5 per cent rise in its prices in the last year or so compared with increases of 15 per cent in Italy, 10 per cent in Switzerland and 8 per cent in the Netherlands. Quoting a survey by the West German periodical Der Stern, the Yugoslav National Tourist Office said that a German visitor could have spent 15 days on the Adriatic Coast last year for the amount of money it would have cost to spend only nine days in Holland or Switzerland. Greece is doing so well with its anti-inflation campaign (by freezing hotel prices at 1974 levels, for instance) that it has virtually divorced itself from the rest of the Continent in its advertising: "If you can't go to Europe, go to Greece." In Western Europe, meanwhile, travel officials are beating the drum for discount coupons, booklets, and other devices aimed at taking the sting out of inflation. Here's a brief sampling: Britain: "Britain's 7 Bargain tickets" (Britrail Travel International, Inc., 270 Madison Avenue, New York 10016) describes cut-rate admission to 400 stately homes, caistles-and gardens,, plusjow-cost sightseeing packages on Lon'don Transport. Another booklet, "Britain: A Guide to Inexpensive Holiday Accommodation," is available from the British Tourist Authority, 680 Fifth Avenue, New York 10019. The Netherlands: A booklet describing more than 700 restaurants serving tourist menus for about $4 is available from the Netherlands National Tourist Office, 576 Fifth Avenue, New York 10036.. France: Walking tours of Paris are outlined in "Paris a Pied" (Box 747, New York 10011). "Paris on a Budget," which is available from the French National Tourist Office, 610 Fifth Avenue, New York 10020, lists restaurants and hotels for the budget-minded. The French are recommending a visit to the Champagne country as a bargain. For 14 francs (about $3.50), including continental breakfast, a tourist can stay at the International House in Epernay. Information on the plan can be obtained from the Maison des Jeunes et de la Culture, 8 Rue de Reims, Boite Postale 178; 51205, Epernay, France. West Germany: Berlin Bummel- pass, or holiday pass, contains discount coupons good at 55 shops,, cafes, restaurants and amusements in West Berlin. It is available at the West German National Tourist Office, 630 Fifth Avenue, New York 10020. Portugal: A credit card entitling the bearer to discounts at some 400 hotels and to reduced prices in restaurants and shops is obtainable through the Portuguese Tourist Office, 570 Fifth Avenue, New York 1003$. in the Stade Nautique Rainier HI heated salt-water swimming pool overlooking the Monte Carlo harbor and watch the yachts pass by. Ireland: The Irish Tourist Board (590 Fifth Avenue, New York has a two week "Roamaround" tour to Ireland, a $596 per person package that includes air fare, self-drive car with unlimited mileage, accommodations with bath and full breakfast at first-class hotels, entertainment and sightseeing. The same two-week package with guest-house accommodations goes for $461. Switzerland: Guests in the nine hotels belonging to the Ambassador Service in the Valais resort towns will get a tenth night on the house if they spend nine nights in any of the hotels. Denmark: The Danes are recommending what they refer to as "Fairytale Inns," some of which are 400 years old, and all of which charge bargain rates (about $10 single). Even if you spend several weeks touring Denmark, you wouldn't be able to visit them all, says the Danish National Tourist Office (75 Rockefeller Plaza, New York. Italy: On offer is a special mu- seum entrance card that can be purchased for $1 at any Alitalia Airline Office in the United States and Canada and is good for admis sion to all of Italy's most important state museums and galleries.
