Portugal--A military power struggle threatened on Saturday to engulf Portugal in fresh political turmoil and block formation of a new government under leftist Premier Vasco Goncalves. The country's newly created three-man military junta met in emergency session a f t e r President Francisco da Costa Gomes rushed back from the Helsinki security s u m m i t with a plea to the na-. tion and to the military to end "partisan and personal rivalries." The third man of t h e r u l i n g j u n t a . Gen. Olelo Saraiva de C a r v a l h o . is wrestling an army discipline problem whose roots appeared grounded in the political struggle over how- tar left the Portuguese revolution will move. * * * RIVAL CIVILIAN factions, meanwhile, scheduled demonstrations for and against the military leadership in four Portuguese cities. The Communists held a demonstration in their southern stronghold of Evora Saturday, while the Popular Democrats and Socialists were planning meetings starting today, in various parts of the country to protest what they saw as undue Communist influence and power and to back their Goncalves contention that they, not the Communists, represented the popular will. In the last three weeks there have been more than a score of attacks on Communist headquarters following the rupture of the government coalition in which the Communists and an allied group shared some political power with the Scoialists and Popular Democrats. Government officials, backing up assurances to the nation by Costa Gomes before he went to Helsinki that a government had been formed, said it p r o b a b l y would be announced soon. But as the hours dragged by, it signaled fresh pressure on Goncalves from moderates within the armed forces and indicated the reluctance of civilians to participate in the government after the nation's two biggest parties, the Socialists and the centrist Popular Democrats, walked out two weeks ago. Even if Goncalves put together a new cabinet, it was not expected to heal the split between moderate and Communist- oriented miTffary'men. or civilian dissent with Goncalves' policies. Costa Gomes stood as a moderating in- Carvalho Costa Gomes fluence in the junta. Carvalho appeared to favor a Cuban-style revolution for Portugal. A Lisbon newspaper carried front page reports that Carvalho was not willing to serve as a vice premier under Goncalves and that the military security chief's position had been backed up by several military units. The confusion, division and sometimes near-anarchy in the military ranks was reflected in charges by a commando colonel who said Communist junior officers under his command had provoked his removal with the story of a phony right-wing plot. Carvalho. who ordered Col. Jaime Neves' removal, then decided his case should be decided Monday by the entire regiment. With the leadership of Goncalves challenged by some of his brother officers and by a majority of the political parties and with the new cabinet apparently lacking any strong political base, doubts were expressed about any new government's ability to enforce central authority and get urgent economic'measures under way.
