The sacred Honor code itself, which declares that no cadet will lie, cheat, steal or "tolerate" anyone who does, is under attack. The commencement speaker, Secretary of the Army Martin R. Hoffman, in a .speech hastily revised just the night before delivery as more cases of cheating were revealed, told the graduating class he was not there to defend the Honor Code. "It is timeless," the secretary said. "I dare say the present public debate in its criticism and its often biting commentary, is born of the sincere hope that these principles--duty, honor, country--will endure in a troubled time." Hoffman, 44, a slightly-built man whose only Army experience was as an artillery officer from 1954 to 1958, was surrounded on the speaker's platform by stiff-faced generals, including Maj. Gen. George M. Patton III. son of the famous World War II hero. Hoffman called West Point "the conscience of the Army" and urged the Cadets to "keep the flame of conscience alive." "We need to find out the'extent of the violations and the findings of the boards (the officer boards now meeting at the academy) before we jump off." Hoffman was strong in his support for the Honor Code, even the disputed "toleration" clause, which rules a cadet guilty of the violation if he sees it and doesn't report it. "Informing on one hand is regarded as a weakness," the secretary said. "But on the other hand, failure to inform, as in Watergate, is a failure in character." Hoffman said the "most likely" organization to investigate the proceedings at West Point would be the Pentagon Committee on Excellence and Education, a Defense Department group made up of the secretaries of the armed services. THE CODE was challenged recently in a federal lawsuit seeking to halt its enforcement. But a U.S. District Court judge in Manhattan refused to halt the disciplinary proceedings. The suit was filed in behalf of Timothy Ringgold, who has alleged widespread cheating at the West Point and has charged that the code is unequally enforced in violation of the Constitution. Cadets found guilty of violating the Honor Code can appeal to the board of officers. In all, 94 cadets so far have filed such appeals.
