Va. - There would be a teacher shortage not a surplus if the public schools were able to give students the individual attention they need, according to a West Virginia University dean. "We have assumed that there is a certain student-teacher ratio, say 30 to 1. and we determine our manpower projections around this figure," explained Dean William G. Monahan of WVU's College of Human Resources and Education. "But we've been saying for at least 50 ', years that this system isn't right - if we really want a viable student-teacher ratio, we have to forget such simple ratios." For example. Dr. Monahan cited teaching retarded or handicapped children -the student-teacher ratio has to be one-to- one in many cases to get the job done. "On the other hand, in a lecture-format class with normal pupils a good lecturer can get the message across to 500 students as easy as he or she can to one person." observed Dr. Monahan. author of a newly published textbook entitled "Theoretical Dimensions of Educational Administration" (MacMillan Publishing Co.). "If the student-teacher ratio were reduced to 15 to 1. which makes more sense, then there wouldn't be a teacher surplus - there would be a teacher shortage." * * * ALTHOUGH DR. MONAHAN thinks the teaching profession faces hard times during the next five years, he foresees opportunities for a variety of specialists. " . . . We are beginning to realize that the people who don't fit the standard categories -- the mentally retarded, the handicapped, the problem children and very young'children -- need special attention." he said. And he hopes the public will realize that putting more teachers into the schools will give children more opportunities to learn 'and more personal attention, thus reduc : ing the violence and vandalism that has troubled many city schools. Dr. Monahan said educational administration is becoming more like corporate management because educational systems are becoming increasingly complex. But a big difference remains between education and business, as he pointed out: "Unlike a corporation, an educational administrator or a school principal can't call parents and say, 'We've ruined a batch of third graders: please send us more.'" Singer Recuperating After Bronchitis Bout : BAKERSFIEU). Calif. (AP-Country singer Merle Haggard is recuperating at his home here from a bout of acute bron- ! chilis and high fever, forcing him to eliminate a Texas concert tour, a spokesman . for the singer said. Haggard became ill July 26 after a stage appearance in Boulder. Colo., and he flew here for treatment, the spokesman said Thursday. The illness had forced the cancellation of concerts in Abilene.
