Firestone of Ottawa today predicted a 1965' Cana dian growth rate of about four per cent, after allowing for price Increase. He aid that while this may be regarded ai remarkable in crease in, that the economy would be in a fifth year, of ex pansion, it wouldn't be enough to prevent rising unemploy ment I Dr. Firestone, a former senior economist in the Trade Department, said a real economic growth, of about 51-5 per cent would be needed next year to hold unemployment to four per cent of the labor force. Reducing the jobless rat to three per cent, averaged over the year; .would requtr a growth rate of about -liper cent He addressed the toint meet ing' of "the Toronto and Montreal Economic Councils at Queen's University here. Dr. Firestone left the Trade Department four years ago. He now is vice-dean of Social Sciences at the University of Ottawa. He was a member of the Royal Commission on Health Service, IM4 FIGURES In a lengthy appraisal of the economy, he said this year's increase in gross national product the value of all goods and services produced would be between seven and eight per cent Of this, prices would account for about two per cent His forecast Tor 1965 would place GNP at a level of 49,- 200,000.000. This would be an increase of $3,800,000,000 or six per cent over the 46,400,0O0.0O0 he ex pects this year. After price increases, the real increase wouli be four per cent. . , On this basis he calculated the "economic gap 1963." Dr. Firestone said public poli cies to produce an additional 7UU,0U0,U0a in output for a total imraaae of 1300.000.000 would be needed to reach a target of four per cent unemploy ment. - JOBLESS PROB1XM ' Reducing the Jobless rate to three per cent of the labor force would require a GNP Increase of 11.200.000,000 beyond the $2,800,000,000 he envisaged without changing present policies. He did not say what new policies ihoutd be implemented to close the gap. However, he urged the gov. eminent to tell the public frankly about the situation. Never In peacetime had the government given the people an economic challenge in "di rect terms." Dr. Firestone added: 1 am confident that given the opportunity to participate fully in a process of democratic economic planning, the Ca nadian people would rise to such a challenge The result could well be truly co-opera. tive effort to make Canada a better place to live In."
